　　2. 地方开发商与中央政府之间的博弈

　　其实中央政府早就意识到上述问题。早在1995年国家关于停建楼堂馆所的规定中就已经出台了限制别墅用地的政策，但该政策在随后的开发热中根本没有奏效。直到2003年国土资源流失已经到了全面危机的局面，国土资源部又紧急下发《关于清理各类园区用地 加强土地供应调控的紧急通知》（45号文），其中就包括“禁止别墅供地”的条文。2005年底，中国国土资源部再次强调要严格贯彻该政策。

　　深具讽刺意味的是，每次中央禁令的下达，都会在地方开发商的钻营和地方政府政策执行的疏漏下，引发出新一轮的别墅开发、销售热。最近的例子便是2005年底国土资源部官员措词强硬的发言，居然引发了年底全国各大城市别墅销售的所谓的 “冬天里的一把火”！

　　三种原因促成了这种局面：

　　一、精明的开发商们趁机煽风点火，抬高卖价，以营造“奇货可居”的抢购气氛。

　　二、在２０００—０２年期间全国出让的低密度住宅（容积率在０.８以下）用地面积已经达到惊人的数量。巨大的市场存量，按照正常速度来计算，仍需要３－５年的时间才能消化掉。

　　三、针对国土资源部４５号文并没有对“别墅供地”和“低密度住宅供地”之间进行精确区分的政策漏洞，众多开发商居然再次找到绕开政策监管的路径，打出“类别墅”的招牌大肆圈地，即以极低的价格购得那些被规划为“低密度住宅”的用地，以低密度住宅的名义继续修建所谓“经济型”别墅以获取暴利……7

　　单纯从道德上指责这些投机性开发行为几乎于事无补。马克思在《资本论》中的分析一针见血：资本通过生产最大限度地攫取私有利润的冲动是不可抑制、没有止境的，它对所有资源（土地、原材料和劳动力等）的掠夺是没有限度的。就象它在本质上不会在乎劳工的健康和寿命一样，它也不会主动地关心环境保护和生态平衡问题。它攫取利润的冲动会不惜耗尽地球上所有的资源，除非有外在的强大力量及时加以干预和规范化。

　　一些经济学家已经敏锐地指出，当前中国的经济如要健康地发展下去，必须实现一个转向：不再是无限地给地方政府和投资商放权，以继续放任大量的盲目、任意、为短期利益所驱动的开发行为，而应加强整体性、理性的经济规划，并切实关注一系列关于社会和公众利益的问题，如法制建设、社会福利体系重建、社会公正性监护和环境保护等问题。8

　　在这样一个强烈呼唤建立社会共识、呼唤经济开发须尊重社会整体利益的时刻，我想追问的是：我们建筑师的社会角色是什么？作为集现代职业工作者和现代知识分子双重身份于一身的建筑师，我们是否应担负起相关的社会责任，以本行业特有的技能和智慧努力为建设一个理性、公正、民主的社会做出贡献，还是对众多的社会问题视而不见，仅仅满足于为极少数业主提供职业服务，甚至甘愿以自己的职业技能，为某些损害公众利益的开发行为服务，充当一些投机商的马前卒？带着这个问题，简略回顾一下历史中现代建筑在社会、公众性维度上的发展是有必要的。
