Announcement for the Comprehensive International Design Competition of Yaotai Urban Village Regeneration in Yuexiu District

一、项目概况
I. Project Overview
1.1项目背景

深入贯彻落实党中央、国务院关于推进城中村改造的重要决策部署以及市委、市政府的工作要求,根据广州市城中村改造建设指挥部《关于开展广州市城中村改造综合设计竞赛助推城市品质提升的工作方案》及《广州市城中村改造综合设计竞赛市级优选工作细则(征求意见稿)》,拟定越秀区瑶台村城中村改造综合设计竞赛工作方案。

1.1 Project Background
In order to thoroughly implement the Party Central Committee’s and the State Council’s important directives on advancing urban village regeneration, as well as the Municipal Committee’s and Municipal Government’s related requirements, and following the Plan on Launching a Comprehensive Design Competition For Urban Village Reconstruction in Guangzhou to Boost Urban Quality Improvement and the Guangzhou City Village Renovation Comprehensive Design Competition Municipal Selection Rules (Draft for Comments), the Work Plan for the Comprehensive Design Competition for the Renovation of Yaotai Village in Yuexiu District has been drafted.

1.2设计任务
本次竞赛两个层次展开,一是总体设计,二是详细设计。
1.2 Design Task
This competition will be conducted in two phases:
1. Overall Design
2. Detailed Design
(1)总体设计
总体设计范围为瑶台片区,其为广州火车站片区的重要组成部分,位于越秀区西北片,与白云区、荔湾区交界,设计范围为瑶台城中村改造范围,约104公顷,具体见图1。总体规划研究需涵盖并不限于规划定位、风貌控制、综合交通、生态保护和韧性城市、文化保护五部分内容,并结合实际情况进行系统性研究。

(1) Overall Design
• Scope:
The overall design area covers the Yaotai sub–district. Yaotai is an important component of the Guangzhou Railway Station area, located in the northwest of Yuexiu District, bordering Baiyun District and Liwan District. The design boundary corresponds to the Yaotai Urban Village renovation area, approximately 104 hectares (see Figure 1).
Content and Requirements: The overall planning study must include—but is not limited to—the following five aspects:
1. Planning Orientation
2. Urban Form Control
3. Integrated Transportation
4. Ecological Protection & Resilient City
5. Cultural Conservation


In each part, teams should conduct a systematic analysis based on local conditions, tie in with higher–level spatial plans (e.g., national territorial spatial planning), and propose a forward–looking, feasible strategy.

(2)详细设计
在总体设计基础上,结合地块实际条件,开展建筑组团与空间形态设计以及建筑概念设计等专项研究工作,重点推进完整社区、社区综合体的建设,提出具有系统性和可行性的设计方案。同时应落实“四好”建设,长效运营与精细化治理的相关设计指引。详细设计范围约41公顷,为小瑶台村及景泰涌沿线,具体见图2。

(2) Detailed Design
• Scope:
Approximately 41 hectares, covering Little Yaotai Village and the length of Jingtai Creek (see Figure 2).
• Based on their overall Design, and aligned with actual site conditions, participants should:
1. Research on building cluster and spatial form design as well as conceptual architecture design.
2. Promote the creation of a complete community and community complex.
3. Propose a systematic, feasible design scheme for implementation.
4. Incorporate the “Four Goods” principles.
5. Guidelines for long–term operation and refined governance.

三、登记要求
III. Registration Requirements

3.1本次竞赛不设资质要求,采用公开登记的方式,国内外具有丰富城市设计、建筑设计、产业定位咨询经验的机构、团队均可报名参赛。不接受个人及个人组合报名,允许联合体形式参加,以联合体参与的参赛机构成员不得超过3家,且需明确牵头单位。

3.1 Eligibility & Registration Method

This competition requires no formal qualification certificate—this is an open call. Domestic and international institutions or teams with proven expertise in urban design, architectural design, and/or industrial positioning consulting may apply. Individual professionals or loose individual groupings are not accepted. Joint Ventures of up to 3 firms permitted but must designate one lead institution.
3.2参赛机构(联合体)必须具有合法注册且处于有效期内的营业执照或合法证明。法定代表人为同一人的两个及两个以上法人,母公司、全资子公司及其控股公司,不得同时报名参赛。

3.2 Legality & Business License

Each applying institution (or each member of a joint venture) must hold a valid, legally registered business license (or equivalent). Institutions that share the same legal representative, or which are parent/subsidiaries, may not enter separately.
3.3参赛机构(联合体)及相关设计团队需具备以下同类型项目设计经验其中一项:
·具有国内一线城市或国际知名大都市重点片区(规模大于2平方公里,业态复合高密度片区)的城市设计经验;
·具有产业定位策划及商业办公等综合业态定位策划经验,且具有实际落地案例。
·具有城市滨水重点地段标志性建筑、公共空间等相关设计经验。

3.3 Required Experience (Satisfying at least one)
1. Urban Design for Key Districts in First–Tier or Internationally Renowned Metropolises

o Scope: ≥ 2 km², high-density, mixed-use areas
2. Industrial Positioning & Mixed–Use Commercial/Office Planning
o Must have at least one actual, implemented case
3. Design Experience for Iconic Buildings or Public Spaces
o Specifically in key waterfront areas of a city

四、竞赛规则
IV. Competition Rules
4.1竞赛阶段

第一阶段为遴选;第二阶段为方案评审。

4.1 Competition Phases

Proposal Review
4.2第一阶段-遴选
遴选委员会对参赛机构的履历、行业声誉、相关业绩和经验、获奖情况、概念提案等进行综合评审,评选出5家入围设计机构(无排序)进入第二阶段(方案评审),同时选出2家备选设计机构(须排序),如入围的设计机构在第二阶段方案评审期间提出退出申请,则备选设计机构依序替补。以上入围设计机构名单将予以公告。
遴选登记文件内容须按以下顺序进行编辑,并制作目录:

4.2 Phase 1 – Preliminary Selection
• A Selection Committee will review each applicant’s credentials, reputation, past achievements, awards, and concept proposal.
Outcome:
o 5 Design Institutions (unranked) will be shortlisted to Phase 2.
o 2 Backup Institutions (ranked)—only used if any of the 5 withdraw.
• Official shortlist announcement will be made after finalizing Phase 1.
1. 概念提案
概念提案应以A4规格按顺序编排,横版,总页数不超过15页(页数限制不含封面封底扉页和目录)。概念提案可采用多种形式表达设计构思与想法,独立成章,图文混排,需体现设计团队对本竞赛项目的理解。主要内容包括:
(1)针对片区研究范围,基于对区域发展条件和未来发展趋势的分析,初步研判提出片区发展的整体定位及产业功能。
(2)提出片区重点解决问题,提出解决思路、方法或可借鉴模式及初步的设计理念,不需提供具体设计方案。
(3)制定技术路线,对竞赛最终成果构成进行预设,同时提出合理的团队及工作组织安排建议。

Phase 1 Submission Requirements:
All documents should be compiled in the order below, with a Table of Contents:
1. Concept Proposal (up to 15 pages not including front, back cover, and table of contents; A4 size; landscape orientation)
Concept proposal can consist of text and images illustrating the team’s understanding of the project. Must reflect:
1. Analysis of local conditions and future trends. Preliminary analysis of the overall positioning and industrial functions of the area’s development.
2. Key issues to be addressed and proposed solutions/methods. Preliminary design ideas. (No detailed drawings needed at this stage.)
3. A technical roadmap for final competition deliverables, plus a sketch of team structure & work organization.

2.登记设计单位基本情况表及有关资质的复印件:登记设计单位基本情况表原件,加盖公章和法人签字或者盖章,联合体报名的需加盖联合体所有成员单位公章和法人签字或者盖章。企业相关资质证明文件复印件(如有):加盖公章。联合体各方均可提供,加盖所对应的公司公章。有效的营业执照(或商业登记证明或事业法人登记证)复印件:加盖公章。联合体各方均需提供,加盖所对应的公司公章。
2. Registration Form & Qualification Document Copies
o Original, stamped and signed registration form with company seal and legal representative’s signature.
o If joint venture, all members must stamp & sign.
o Stamped copies of any corporate qualification certificates (if applicable).
o Valid business license (or equivalent), stamped. Joint venture: each member provides its own.

3.设计竞赛登记单位声明函:原件,加盖公章和法人签字或者盖章,联合体报名的需加盖联合体所有成员单位公章和法人签字。

3. Declaration Letter from the Registering Unit (Original, stamped and signed)
o If joint venture, all members must stamp & sign.

4.法定代表人身份证明书及法定代表人授权委托书(如有):原件,附法定代表人身份证明复印件,加盖公章,联合体各方需单独提供。附被委托人身份证明复印件,设计机构根据实际情况提供。
4. Legal Representative Identification and Authorization Letter from the Legal Representative (if applicable)
o Original copy of the authorization letter. Each member of the joint venture must provide stamped ID copy of Legal Representative. Attach a copy of the identity certificate of the person entrusted, provided based on the circumstances of the design firm.

5.登记设计单位简介:含参赛申请机构简介、公司规模及相关项目经验简述等。联合体报名的,联合体各方均需单独填写。
5. Registering Design Unit Profile
o Include institution introduction, company scale, relevant project experience. If joint venture, each member submits a separate profile.

6.拟投入本设计竞赛的领衔设计师个人履历及资格说明:附领衔设计师身份证明复印件以及个人履历及资格说明,加盖公章。
6. Lead Designer’s Personal Resume & Qualification
o Include ID copy, detailed resume & relevant qualifications of lead designer (stamped).

7.设计竞赛登记单位承诺书:原件

8.联合体协议书(如有):联合体报名的必须提供原件,并明确牵头单位,以及方案评审阶段中联合体各方的权益份额及工作内容。加盖联合体所有成员单位公章和法人签字。

o Must clearly identify the lead and the rights/obligations of each member. Affixed with the official seals of all members of the joint venture and the signatures of the legal persons.

12.参赛机构项目业绩:参赛机构(含联合体)应具备本项目《竞赛公告》“三、报名要求”中“3.3”的相关项目经验。业绩应充分体现参赛机构的设计水平、创意能力。需提供契合本项目要求的经验业绩证明,每种类型项目业绩数量不超过3项,超过3项的,只取前3项。若同一项目业绩满足公告文件中两种及以上类型项目经验要求的,则该项目业绩可重复作为相应类型的业绩予以认定。
参赛机构项目设计经验业绩:
1)项目名称、地点、规模、甲方信息、设计时间、设计内容,以及包含以上信息及签订时间、签字页的设计合同关键页扫描件;
2)项目实施情况说明,附建成照片或主要效果图(如项目在建),策划类项目说明产业实际招商情况、运营效果;
3) 上述业绩所获奖项证明。
12.Portfolio of Past Projects
As per III. Registration Requirement in this document, participating firms (or consortium) should demonstrate relevant design and creative abilities. Provide up to 3 entries of relevant design experience. Only the first 3 entries will be considered if submission contains more than 3 entries. If a project satisfies multiple categories, it may be counted in each
o For each project:
1. Name, location, scale, client, design period, design scope, and scanned contract key pages (including sign–off pages).
2. Implementation status: photos (or renderings if under construction). For planning–type projects, show actual marketing & operations results.
3. Any awards received for these projects.

13.领衔设计师(限1人)情况及业绩表:优先提供符合本项目《竞赛公告》“三、报名要求”中“3.3”类型项目的领衔设计师的业绩证明,或提供参赛机构认为契合本次竞赛项目类型需求的业绩证明,领衔设计师每种项目类型的业绩数量不超过3项,超过3项的,只取前3项。
领衔设计师的业绩材料:
1)项目名称、地点、规模、甲方信息、设计时间、设计内容、领衔设计师签名页(如有);
2)项目实施情况说明,附建成照片或主要效果图(如项目在建),产业策划类项目说明产业实际招商情况、运营效果;
3)个人所获国家、国际、省、市级奖项,以及近三年在国内一线及以外城市设计竞赛中获得一等奖等情况。
13. Lead Designer’s Project Portfolio (Only one person)
As per III. Registration Requirement in this document, the lead designer should demonstrate experience relevant to the scope of this competitino. Provide up to 3 entries of relevant design experience. Only the first 3 entries will be considered if submission contains more than 3 entries.
o For each project:
1. Name, location, scale, client, design period, design scope, and scanned contract key pages (including sign–off pages).
2. Implementation status: photos (or renderings if under construction). For planning–type projects, show actual marketing & operations results.
3. The individual’s national, international, provincial, and municipal awards, as well as first place prizes won in urban design competitions in first-tier cities in China and abroad in the past three years.

14.设计机构认为有帮助的其他资料。

4.3第二阶段-方案评审

承办单位与入围递交《参赛确认函》的参赛机构签订参赛协议、保密协议后,将提供详细的《设计任务书》及相关设计基础资料,组织项目宣讲会及踏勘现场。入围设计机构须派领衔设计师及主要团队成员参加。入围设计机构按相关规定及《设计任务书》要求递交设计成果文件。每个设计机构(联合体)仅可递交一个方案。递交的设计文件须符合《设计任务书》中所规定的格式、数量和深度要求。设计机构所递交的文本、图纸展板、电子文件等设计文件须密封包装。

4.3 Phase 2 – Proposal Review
• After shortlisted firms submit a “Confirmation of Participation” (and sign the participation & confidentiality agreements), the organizer will distribute the detailed “Design Brief” and all related information, then organize project briefing and conduct site visit. The shortlisted firm will submit their design documents in accordance with the “Design Brief”. One proposal per shortlisted institution (or joint venture). The design documents submitted must satisfy the format, quantity, and depth requirement outlined in the “Design Brief”. All deliverables (hardcopy, electronic files, texts, drawings) must be sealed.
评审专家委员会对参赛单位的设计成果进行评审,领衔设计师须汇报方案并回答方案评审委员会的提问(具体方式及细节届时统一通知)。评审过程中发现的问题和产生的纠纷,由评审委员会讨论裁决。
• An expert review committee will assess each submission. The lead designer must present the proposal and answer questions from the committee (details will be announced later). Any disputes or issues will be resolved by committee discussion.

方案评审阶段设计成果包括总体设计与详细设计两个部分:
The proposal review includes the Overall Planning and Key Detailed Design:
(1)总体规划
总体规划研究需充分考虑广州火车站片区-瑶台城中村的自身条件与规划特色,包括但不仅限于以下内容:

1. Overall Planning
The overall planning study needs to fully consider the conditions and planning characteristics of the Guangzhou Railway Station - Yaotai Urban Village area, including but not limited to the following:
o Planning Orientation:
规划定位:和上位相关规划(国土空间规划等)衔接,提出具有前瞻性的规划发展战略及合理的规划目标定位,并提出合理的产业发展方向。

 Align with higher–level plans (e.g., National Territorial Spatial plan).
 Propose a forward–looking, feasible strategic vision & objectives, and corresponding industrial development directions.
风貌控制:充分考虑空间序列与节点组织,通过空间轴线串联重要节点,形成有节奏的空间序列变化,并充分考虑天际线与视廊的控制,形成高低错落、主从有序,带韵律感的城市天际线,并保留重要观景点到城市核心区的视线通廊。

o Urban Form Control:
 Analyze spatial sequences & node organization—use spatial axes to connect key nodes, creating rhythmic urban sequences.
 Control skyline & corridors—ensure a dynamic skyline, preserve key vantage points and sightlines toward the city core.
综合交通:合理规划综合交通,布局交通设施,并提出合理的慢行系统规划方案。

o Integrated Transportation:
 Rational layout of transportation facilities.
 Propose a complete pedestrian/cycling/public transportation system.
生态保护和韧性城市:绿地系统、河涌水系规划合理,构建完善的蓝绿空间,并从海绵城市建设、基础设施完善、防洪防涝控制等方面合理提出韧性城市建设内容。

o Ecological Protection & Resilience:
 Plan green spaces & water systems to form a coherent blue–green network.
 Incorporate sponge-city elements, infrastructure upgrades, flood control & drainage.
文化保护:提出合理的历史文化遗产和古树名木等资源保护与活化利用方案,提出合理的活化利用方式,体现老城市新活力。

o Cultural Conservation:
 Identify and protect historical/cultural heritage (incl. ancient trees), propose activation & adaptive reuse strategies—reflecting “old city, new vitality.”

2)重点详细设计及概念建筑设计
参赛单位需围绕设计理念及地块实际情况,开展地块层面的详细设计工作,统筹提出面向实施的“场地+交通+市政”的一体化设计方案,具体设计要求如下:Key Detailed Design & Conceptual Architectural Design
Participating firms need to carry out detailed design work at the plot level based on the design concept and the actual situation of the plot. Comprehensively propose an integrated design plan of "site + transportation + municipal administration" for implementation. The specific design requirements are as follows:
重点详细设计:在遵循功能复合、高效活力的原则下,细化地块内商业、商务、居住等主要功能的建筑布局,优化建筑组团关系,塑造合理有序的空间形态。注重地面与空中空间的立体化利用,提出多层次、立体化、系统性的联动统筹方案。
Detailed Design:
 Under principles of mixed functions & dynamic vitality, refine land-use allocations for commercial, business, residential, etc.
 Optimize building grouping & spatial form.
 Leverage both ground plane & overhead space—propose multi-level, integrated solutions.
概念建筑设计:应包括但不限于建筑体量控制、平面布局组织、建筑风格引导、屋顶立面(第五立面)设计、底层开放空间塑造、建筑色彩体系以及夜间照明设计指引等内容,营造富有特色和宜人尺度的建筑概念设计方案,达到建筑设计方案深度,提供修规深度总平面等技术图纸,以及建筑的平面、立面设计图纸,指导下阶段方案深化与建筑初步设计工作开展。
o Conceptual Architectural Design:
Should include but not limited to:
 Control building volume.
 Organize floor plans.
 Provide architectural style guidance.
 Roof design (the “fifth façade”).
 Open ground level public spaces.
 Define building color palette & nighttime lighting strategy.
 Deliver planning-level technical drawings (e.g., master plans for regulatory review), as well as building floor plans & elevations, to guide subsequent detailed design.
完整社区与社区综合体:重点地块需提出符合完整社区规划理念的设计方案。包括基本公共服务设计完善、便民商业服务设施健全、市政配套基础设施完备、公共活动空间充足、物业管理全覆盖、社区管理机制健全等要点;需重点考虑社区综合体建设,集中化集约化布置社区服务设施,为市民提供卫文体商等多功能、全龄段、全天候服务。
o Complete Community & Community Complex:
 For key plots, propose solutions that satisfy the “Complete Community Planning” paradigm:
 Essential public services improvement.
 Convenient commercial services.
 Robust municipal infrastructure.
 Sufficient public activity spaces.
 Comprehensive property management & governance.
 Emphasize the building of a Community Complex—a centralized, integrated arrangement of community services that provides multi–function, all–age, around-the-clock services.
“四好”建设与可持续运营:概念方案应落实贯彻“人民城市为人民”理念,目标实现“好房子、好小区、好社区、好城区” 四好建设,结合城中村改造实际,从市政设施统筹规划、“平急”两用功能转换、装配式建筑推广、绿色建筑建设、建筑废弃物资源化利用、城中村改造与保障性住房协同规划等方面提出具体设计策略,全面提升空间品质与可持续发展水平。
o “Four Goods” Construction & Sustainable Operations
The conceptual proposal should implement the "The people’s city is for the people" ideology. Aiming to achieve the “Four Goods” of “Good Housing, Good Neighborhood, Good Community, Good District.” Specific design strategies are proposed from the aspects of coordinated planning of municipal facilities, conversion of "normal" and "emergency" dual-use functions, promotion of prefabricated buildings, green building construction, resource utilization of construction waste, urban village renovation and coordinated planning of affordable housing, to comprehensively improve the spatial quality and sustainable development level.

以上方案,应从公众参与、社区治理与经济活化三方面系统构建长效运营机制,落实精细化治理要求。通过多元参与渠道提升公众协同,推动基层共建共治共享,结合市场导向引入优质产业与服务资源,激发区域内生经济与社区活力,实现城中村改造的可持续发展。
Provide detailed design strategies to elevate spatial quality & long–term sustainability. Develop a sustainable operational framework focused on public participation, community governance, and economic activation. Enhance public collaboration through diversified participation channels, promote co-construction, co-governance and sharing at the grassroots level, introduce high-quality industries and service resources in line with market orientation, stimulate regional endogenous economy and community vitality, and achieve sustainable development of urban village transformation.

·参赛确认函提交及任务书发布时间:2025年6月18日;
·设计答疑时间:2025年6月21日;
·设计竞赛周期:2025年6月18日 - 7月17日;
·参赛机构递交成果文件时间:2025年7月17日;
·方案评审会时间:2025年7月25日;
·公布结果时间:2025年7月26日。
注:以上时间均以北京时间为准,承办单位保留调整日程安排的权利。

4.4 Schedule

Note: All times are in Beijing Time. The Organizer reserves the right to adjust the schedule; final dates prevail upon official notification.

4.5无效遴选登记及方案评审成果
1.遴选登记或方案评审成果如若被2/3 以上的评审委员会成员认为有下列情况之一的,将被视为无效:

a.遴选登记或方案评审成果逾期送达;
b.遴选登记或方案评审成果递交后,更改文件相应内容;
c.遴选登记或方案评审成果文件正本没有按要求签字、盖章,联合体报名的,未提供《联合体协议书》;
d.其他无效情形,由评审委员会成员认定。

4.5 Invalid Submissions & Review Outcomes
1. Invalid Preliminary or Proposal Submissions
(if ≥ 2/3 of the committee agrees on any of the conditions below is met):
a. Late delivery.
b. Alteration of documents after submission.
c. Missing signatures, stamps or missing Joint Venture Agreement for joint ventures.
d. Other conditions deemed invalid by the committee.

2.方案评审成果如若经方案评审委员会半数及以上评委认定有下列情况之一的,将被视为无效:
a.方案评审成果不符合《设计任务书》要求,包括成果内容不全的情况;
b.方案评审成果非原创、已经发表过、与其它设计方案雷同的;
c.方案评审成果范围及深度未达到《设计任务书》要求的。
2. Invalid Proposal Submissions (if ≥ 50% of the review committee agrees on any of the conditions below is met):
a. Non-compliance with the Detailed Brief (missing or incomplete deliverables).
b. Non-original (published or identical to existing proposals).
c. Submission scope or depth insufficient per the Detailed Brief.

3.无效方案评审成果由参赛机构在收到通知后的7日内取回,承办单位不予支付任何奖金,逾期未取的无效方案评审成果,由承办单位作报废处理。
3. Retrieval of Invalid Submissions:
Participants should retrieve invalid Phase 2 deliverables within 7 days of notification. The organizer will destroy them if they remain uncollected. No prizes will be awarded for invalid submissions.

4.出现以下情形之一的,承办单位有权否决全部方案竞赛,终止项目服务活动:
a. 符合条件的参赛机构或作出实质响应并提交方案评审成果的参赛机构不足三家(已递交《参赛确认函》的参赛机构中途退出或最终放弃参与、且承办单位已决议不再中途增加替补设计机构的情形除外);
b.方案竞赛任务因不可抗力取消;
c.出现影响方案竞赛公平、公正的违法、违规行为;
d.其他承办单位认为需要否决或终止的情况。
4. Cancellation of the Entire Competition
The organizer may cancel the competition if one of the following scenarios occurs:
a. Fewer than three valid participants remain (excluding the scenario where a participant withdraws after submitting Confirmation of Participation, and the organizer decides not to add backup participants).
b. Competition is canceled due to force majeure.
c. Unlawful or unfair behavior is found.
d. Other reasons deemed necessary by the Organizer.

五、竞赛奖金
5.1 奖金

根据评审委员会对提交的设计方案进行评审及排名,参赛机构(联合体视为一家参赛机构)将获得奖金如下
一等奖1名,220万元,颁发获奖证书。
二等奖1名,100万元,颁发获奖证书。
三等奖1名,60万元。颁发获奖证书。

V. Competition Prizes
5.1 Prize Breakdown

The review committee will rank the submitted proposals. Participating firms (joint ventures will be considered as one entity) will receive:
First Prize (1 Winner): RMB 2,200,000 + Certificate
Second Prize (1 Winner): RMB 1,000,000 + Certificate
Third Prize (1 Winner): RMB 600,000 + Certificate
由承办方委托的技术服务单位整合深化,形成整体策划和综合设计最终成果。承办方后续将组织不超过2次工作方案研讨会,3家获奖机构需派领衔设计人员参加。
The organizer’s commissioned technical service unit will consolidate and refine the winning proposals into a single overall plan. The organizer will hold up to 2 meetings on discussing the plan implementation, and all three winning institutions must send their lead designers.

5.2 支付方式

本次竞赛的奖金以人民币支付, 收款主体须为境内设计机构(须满足国内的纳税主体要求),提供符合承办单位要求的中国国内完税专用发票。所获竞赛奖励费用产生的任何税费由参赛设计机构自理,相关费用在各阶段结果确认后支付。
若支付对象是联合体的,承办单位向联合体协议书确定的收款单位账号支付。
5.2 Payment Method
• Prizes are paid in RMB. The payee must be a Chinese domestic design institution (satisfying Chinese domestic tax subject requirements). Payee should be able to issue a valid Chinese tax invoice to the organizer.
• All taxes and fees arising from prize payments are borne by the recipient.
• Payment occurs after each phase’s results are confirmed.
• For joint ventures, payment will be made to the bank account designated by the Joint Venture Agreement.

5.3 其他

1.参赛机构在竞赛期间的一切安全责任、费用(含差旅住宿费)均由参赛机构自理。
2. 若参赛机构递交的方案评审成果存在本规则第四条第5款规定的无效情形,或承办单位否决全部方案竞赛、终止项目服务活动的,承办单位有权不支付任何竞赛奖励费用。期间产生的费用均由参赛机构自行承担。
5.3 Other Provisions
1. All expenses (travel, accommodation, etc.) incurred during the competition are borne by participants.
2. If a submission is invalid per Section 4.5, or if the organizer terminates the competition, no prize payments will be made. Participants will bear all costs incurred during the competition.

六、遴选登记文件编制
VI. Preparation of Phase 1 Registration Documents
6.1 语言

遴选登记文件内容如为非中文的需同时提供中文翻译,相关证明文件需翻译关键信息。若中文及外语表达出现不一致的情况,以中文为准。
6.1 Language
• If original documents are not in Chinese, please also provide Chinese translated copies. For any discrepancies between the original and the Chinese version, the Chinese version will be used as the reference.

6.2 盖章要求
1.以联合体形式参赛的:
a.《设计竞赛登记单位声明函》、《保密责任书》和《联合体协议书》需联合体所有成员签字盖章。
b.所提供的各类证明材料复印件,联合体各方应在各自的证明材料复印件上加盖公章;
c.其余文件均可由联合体牵头单位盖章;
2登记文件的正本需按照上述要求盖章,每页加盖公章或加盖骑缝章。
3.所有要求盖章、签字处均接受公章、电子签章、电子签名。
6.2 Stamping Requirements
1. Joint Ventures:
o “Declaration Letter,” “Confidentiality Letter,” and “Joint Venture Agreement” must be stamped by all members of the consortium.
o All qualification and identification document copies must be stamped by their respective institution.
o Other documents may be stamped by the lead institution.
2. Each page of the original registration documents must be stamped according to the requirements thereof, or bear paging seal.
3. Electronic signatures, e-seals, or traditional stamps are accepted.

6.3 遴选登记文件编制规格及数量
文件编制形式包括书面文件和电子文件
1.书面文件
1套正本及7套副本,正本文件需满足遴选登记文件的盖章要求,接受电子章及公章。副本文件不要求公章及签名原件,可为正本的彩色复印件。设计机构需确保副本与正本内容完全一致,如出现不一致时,以正本为准。
登记文件,A4规格(210mmx297mm),竖版(除概念提案外),需列目录,自行编制封面、封底及扉页。正本需按照上述要求盖章,每页加盖公章或加盖骑缝章(联合体由牵头单位盖章)。封面需标注“越秀区瑶台城中村改造项目综合国际设计竞赛遴选登记文件”及参赛团队名称,页数不限,双面彩色打印,简装,推荐胶装,软皮封面。《参赛机构情况汇总一览表》用A3规格(297mmx420mm),横版。

6.3 Document Format & Quantity
1. Written Documents:

o 1 original and 7 copies. The original must satisfy the preliminary registration requirements for stamping. The copies do not require stamping or signature, can be colored copy of the original. The participants are the ensure that the original and the copies are consistent. The original will be used as the reference for any discrepancies.
o Registration documents should be in A4 size (210 × 297 mm), portrait orientation (excluding the Concept Proposal). Must include a Table of Contents, cover page, back cover, and title page. Every page should be stamped or bear paging seal (stamped by lead institute if in joint venture). The cover should be labeled with “Registration Document for the Comprehensive International Design Competition of Yaotai Urban Village Regeneration in Yuexiu District” and the participating team’s name. No page limit. Color print, double-sided, perfect binding and soft cover is recommended.
o Summary Table of Participating Institutions: A3 size (297 × 420 mm), landscape.
2.电子文件
电子文件以 U 盘形式递交,一式一份。参赛单位需确保电子文件与书面文件内容完全一致,如出现不一致时,以书面文件为准。
遴选登记文件,提供可编辑 doc 格式文件及 PDF 格式2个文件,PDF文件为正本盖章扫描件。
Electronic Documents:
o 1 USB drive containing:
1. Editable Word or PDF documents for all preliminary submission material.
2. A PDF of the stamped, scanned originals (the “official version”).
o The participants should ensure the electronic documents match the printed version. The printed version will be used as reference for any discrepancies.

6.4 封装要求
遴选登记文件(含书面文件和电子文件)分别独立包装后,封装在一个大包装盒中。避免多层过度包装。
最外包装需密封,最外层密封袋或密封盒上需标注“越秀区瑶台城中村改造项目综合国际设计竞赛遴选登记文件”及“参赛团队名称”.
最外层密封袋的封口处应加盖设计机构公章或电子签章(或张贴盖公章或电子签章的封条)。联合体参赛的,最外包装袋上需写明所有联合体成员单位名称,由联合体牵头单位在密封口处盖公章或电子签章(或张贴盖公章或电子签章的封条)。
6.4 Packaging Requirements
• Package the written documents and electronic documents separately; then place both into one large, sealed box. Avoid over packaging.
• Seal the outermost package. Label the outer packaging with “Registration Document for the Comprehensive International Design Competition of Yaotai Urban Village Regeneration in Yuexiu District” and the participating team’s name.
• The outermost package must be stamped by the design firm (or post an official seal or electronic signature). For joint ventures, list all member names and have the lead institution stamp the outermost package (or post an official seal or electronic signature).

6.5 登记方式
1.遴选登记文件递交

凡有意参加本次竞赛活动的设计机构,须按照本竞赛公告第4.2要求的遴选登记文件内容递交报名登记文件(含书面文件及电子文件)。

6.5 Submission Procedure
1. Phase 1 Registration Documents:

For firms interested in registering for this competition, submit registration documents in accordance with section 4.2 of this announcement document.
本次竞赛通过广州市越秀区人民政府官方网址(https://www.yuexiu.gov.cn/)、广州越秀发布微信公众号 、广州国企阳光采购信息发布平台(http://ygcg.gzggzy.cn/p92/index.html)、ABBS建筑论坛网站(网址:http://www.abbs.com.cn/)和广州建筑工程监理有限公司(网址:http://www.gjjl.com/)发布,本公告在各媒体发布的文本如有不同之处,以广州市越秀区人民政府官方网址发布的文本为准。
This competition will be announced through Official website of Guangzhou Yuexiu District People’s Government (https://www.yuexiu.gov.cn/), Guangzhou Yuexiu District WeChat official account, Guangzhou State-owned Enterprise Sunshine Procurement Information Release Platform (http://ygcg.gzggzy.cn/p92/index.html), ABBS Architecture Forum (http://www.abbs.com.cn/), and Guangzhou Construction Engineering Supervision Co., Ltd. (http://www.gjjl.com/). For any discrepancies between the announcement posted on each medium, use the version from Guangzhou Yuexiu District People’s Government as reference.

参赛机构应于2025年6月15日17:00(北京时间)前,将遴选登记文件邮件发送至竞赛组织单位邮箱(yxqytsjjs@163.com)。邮件名称请以参赛单位名称命名。
Participating firm should e-mail the preliminary registration documents to the competition organizer (yxqytsjjs@163.com) before June 15th, 2025, 17:00 Beijing time. E-mail titled with the participant’s name.

参赛机构应于2025年6月16日16:00(北京时间)前,将完整的报名材料(含书面文件及电子文件)递交至指定地点(以邮件签收记录或现场签收表记录为准)。
Participating firm should mail all registration materials (including hard and digital copies) to the specified location before June 16th, 2025, 16:00 Beijing time (based on mail receipt or on-site receipt record).

Submission can be on-site or by courier. When submitting on-site, please bring authorization letter: original, stamped with lead firm’s official seal or signature, and a copy of the submitter’s ID.

2.方案评审文件递交
方案评审成果要求具体信息详见后续《设计任务书》。方案评审阶段,入围设计机构需派领衔设计人员及主要团队成员参加承办单位组织的公众参与(如有)、终期汇报等。具体的组织形式将另行通知。

2. Phase 2 Proposal Review Deliverables:
Details will be provided in the “Design Brief” released later. In the proposal review phase, the shortlisted firms must send lead designer and key team members to attend any required public participation or final presentation sessions. Detailed format will be announced later.
方案评审成果需按要求在2025年7月17日17:00(北京时间)前递交到指定地点,如相关文件未在截止时间前到达指定地点,将不予接收。递交地址以方案评审阶段正式通知为准。

Proposal review deliverables should be submitted before July 17th, 2025, 17:00 (Beijing Time) to the specified location. Late materials will not be accepted. The delivery addressed will be posted during phase 2.

七、保密条款

VII. Confidentiality Clauses

公开发布信息后,直到竞赛工作完成为止,凡属于对《设计任务书》的审查澄清、评价和比较的有关资料以及入围或获奖的推荐情况、与评审有关的其他任何情况均应严格保密:任何有关的信息和资料均不得向参赛机构或上述工作无关的人员泄露。
• After the information is publicly released, until the completion of the competition, all relevant information related to the review, clarification, evaluation and comparison of the Design Brief, as well as the recommendations for the finalists or winners, and any other circumstances related to the review shall be kept strictly confidential: any relevant information and materials shall not be disclosed to the participating organizations or personnel not related to the above work.

评审委员会及相关单位在收到参赛机构递交的成果文件后,应做好相应的保密工作。评审活动结束前任何人员或机构未经主办及承办单位或政府有关部门许可,都不得以任何方式披露、公开或展示成果文件,否则将追究其相关法律责任。
• No party (including Review Committee members, Organizer staff, or third parties) may disclose, reveal, or show any of the submitted materials, evaluation discussions, or other confidential documents without prior written consent from the sponsor, organizer, or relevant department of the government. Violations of confidentiality will result in legal liability.

八、适用的法律
VIII. Applicable Law

越秀区瑶台城中村改造项目综合国际设计竞赛活动,包括该竞赛活动本身及竞赛活动的相关文件仅适用于中华人民共和国的相关法律。
• This competition and its related documents are governed by the relevant laws of the People’s Republic of China.

九、知识产权
IX. Intellectual Property

由承办单位提供的资料、软件和其他物品,其所有权(包括版权)等合法权益归承办单位所有。未经承办单位书面同意,参赛机构不得擅自使用或交由任何第三方使用前述资料、软件和其他物品,否则,参赛机构应承担由此产生的所有责任并赔偿承办单位因此遭受的所有损失。
1. All materials, software, and other items provided by the Organizer remain the Organizer’s sole property (including copyright).
o Participants may not use or share them to any third party without prior written consent.
o Participants will be subjected to compensating for all resulting liabilities and damages from unauthorized use or distribution.

参赛机构保证递交给承办单位的策划设计图纸、相关文件、资料、方案等项目成果以及实现该成果所使用的必要方法不侵犯承办单位和任何第三方的合法权益(包括但不限于专利权、商标、著作权、厂商标识、服务标记、商业秘密、公民的肖像权等),否则,参赛机构应承担由此产生的所有责任并赔偿承办单位因此遭受的所有损失。
2. Participants must guarantee that all submitted planning diagrams, documents, designs, and methods used to develop them do not infringe upon any third party’s or the organizer’s legal rights (e.g., patents, trademarks, copyrights, trade secrets, personal likeness, etc.). If infringement occurs, the participant is responsible for all liabilities and must compensate the organizer for any losses.

主办及承办单位享有参赛机构参加本方案竞赛活动的设计成果的版权,未经主办及承办单位同意,参赛机构不得将获奖方案用于其他项目。
3. The Organizer reserves copyright ownership of all design outputs. Without prior consent, participants may not use the winning schemes for other projects.

主办及承办单位有权无偿使用所有设计成果,包括在评审结束后公布评审成果,并通过传媒、专业杂志、专业书刊或其他形式介绍、展示及评价设计成果。
4. The Organizer has the unrestricted, royalty-free right to publish, present, or promote the design results (e.g., through media, magazines, books, exhibitions, or other forms).

十、争议解决
X. Dispute Resolution

本国际设计竞赛相关文件、合同履行中若发生争议,双方应友好协商解决;协商不成时,依法向广州市越秀区人民法院起诉。
• In case of any disputes regarding competition documents or contract performance, the parties should negotiate in good faith.
• If negotiation fails, disputes shall be resolved by litigation in the Yuexiu District People’s Court, Guangzhou.

十一、不正当竞争与纪律监督
XI. Unfair Competition & Supervisory Discipline

严禁设计机构向参与方案评审的有关人员行贿,使其泄露一切与方案评审工作相关的信息。
• It is strictly forbidden for any design institution to bribe or attempt to bribe anyone involved in the scheme review process, or to obtain any confidential information from the Review Committee.
设计机构在本次国际设计竞赛过程中严禁互相串通、结盟,损害本次竞赛的公正性,或以任何方式影响其他设计机构参与正当本次国际设计竞赛。
• Design institutions must not collude with or form alliances against other participants in any way that undermines fairness, nor should they influence the participation of other firms in the competition.
如发现设计机构有上述不正当竞争行为,取消其参赛资格或入围资格,并追究相应的法律责任。
• If any design institution is found to engage in the above–named illicit behavior, their qualification will be revoked, and legal consequences will follow.

十二、计量单位
XII. Measurement Units

除国家相关标准及公告和设计任务书中的技术要求另有规定外,成果文件使用的度量单位,均采用中华人民共和国法定计量单位。
• Unless otherwise specified by relevant national standards or in the Design Brief, all measurements must use the People’s Republic of China’s legal units of measure.

十三、其他
XIII. Miscellaneous

承办单位不退还所有竞赛成果文件(无效方案评审成果除外)。参赛机构不得向评审委员会成员或其他有关人员索问评审过程的情况和材料。
1. The organizer will not return any submitted materials—except invalid Phase 2 submissions.

本次竞赛日程安排时间均以北京时间为准,承办单位保留更改活动日程安排的权力。如有改动,将会通知参赛机构。
2. Participants must not ask the review committee members for any details about the evaluation process.

3. All times given in this announcement refer to Beijing Time; the organizer reserves the right to modify dates. Changes will be communicated to participating institutions.

4. Participants must provide their own interpretation/translation when attending any presentations.

设计任务书、澄清(答疑)纪要、设计任务书修改(补充)函件内容均以书面明确的内容为准。当设计任务书、澄清(答疑)纪要修改(补充)函件内容不一致时,以最后发出的为准。
5. The contents of the Design Brief, clarification (Q&A) minutes, and Design Brief modification (supplement) letters shall be based on the written contents. In case of conflict, the latest written version will be referenced.

主办及承办单位对本次竞赛规则拥有最终解释权,解释语言以中文为准。
6. The Sponsor & Organizer reserve the final right of interpretation. The language of reference will be Chinese.
