Baodun culture carved out a long history of urban civilization of Pidu； Du Yu, Emperor Wang taught the local people to farm and breed silkworms, forging the history of agricultural civilization in the Chengdu Plain； Bie Ling, Emperor Cong brought prosperity to the Kingdom through water control, creating great cause of the Land of Abundance. After years of tempering, Pidu enjoys cultural landscape as well as tranquil mountains and waters. As time goes by, Pidu is revitalizing against its glorious history. It is seat to the Electronic Information Industry Functional Area which integrates five key industries, namely integrated circuit, new display, network communications, intelligent terminal and new economy.
As a city integrating both ancient Shu civilization and modern civilization, as well as ecological culture and science & technology innovation culture, Pidu restores fields and waters of Shu and enables us to feel Shu’s brocade and embroidery. Jincheng Park Area in Pidu District serves as an important platform to showcase the time-honored ancient Shu civilization and the modern science and technology civilization as well as an instrumental carrier for the construction of the downtown area of the park city fully reflecting the new development principle. It aims to promote the construction of key projects, the development of key areas and the cultivation of key industries by virtue of visitors’ flow in the Park, and create a park city model with harmonious unification of people, city, environment and industries as well as deep integration of production, life and ecology.
We will invite top international and domestic planning and design institutions to complete the conceptual urban design of Jincheng Park Area in Pidu District, Chengdu with high standards and quality by open solicitation this time.
As a world-oriented event, the solicitation will invite consultation and design institutions with planning and design experience to participate.
I. Project Overview
1.1 Project name: Solicitation of Global Plan for Conceptual Urban Design of Jincheng Park Area in Pidu District, Chengdu
1.2 Project site: Southeast area of Pidu District, Chengdu, Sichuan, China
1.3 Project scale:
With a total area of about 34 square kilometers, this project is divided into three areas: core area, key area and general area, covering partial land of Hongguang Street, Xipu Street, Anjing Street and Tuanjie Street.
The core area of about 9 square kilometers includes Intelligent Science & Technology City Area, Xipu TOD Area, East Gate Area of Southwest Jiaotong University, Shuxiu Town in Anjing and Pastoral Complex Area (namely the construction land area of Baima Village in Tuanjie Town, Shawan Village in Anjing and Saichi Village).
The key area of about 9 square kilometers includes Anjing Area of Jincheng Park, Xipu Metro Station Area and partial area of Hongguang Street.
The general area of about 16 square kilometers includes the Pidu section of Jincheng Park and other general areas.
1.4. Consultation content
The consultation is divided into two parts: the plan preparation and the subsequent planning design.
1.4.1 Plan preparation
220.127.116.11 Overall planning of Pidu area of Jincheng Park: From the perspectives of global vision, long-term view, national stance and Pidu expression, based on the natural ecology, the project will follow the construction concept of park city and functional area, construction modes of TOD, featured town and pastoral complex, combine the overall positioning of Pidu Tianfu Water Source and Electronic Information City, integrate superior resources such as Chengdu Electronic Information Industry Functional Area, Chengdu Science & Technology, Film & Television, Cultural and Creative Industries Functional Area and universities, integrate and connect all major areas under development by virtue of the Pidu section of Jincheng Park, so as to form a pattern of overall interconnected regional development, create the Pidu area of Jincheng Park into a demonstration project of park city, drive the construction of key projects, the development of key areas, the cultivation of key industries in the surrounding areas, and promote the high-quality development of the park city. 1.4.2 Subsequent planning and design
The final winner shall optimize the selected plan and develop the planning and design of the core areas and key areas according to the opinions of experts and competent administrative departments.

III. Application Requirements
3.1 The solicitation adopts international open application method and applicants must meet the following requirements:
(1) Chinese mainland institutions must be independent legal entities with Grade A qualification for urban and rural planning； institutions from Hong Kong, Macao and Taiwan must possess legal business licenses and design licenses in their regions；
(2) Foreign institutions must hold legal business licenses and design licenses in their own countries or regions
3.2 Participation modes
(1) Planning and design institutions that meet the conditions of 3.1 may participate independently or in joint group；
(2) There shall be no more than 3 joint group members and parties of the joint group may no longer participate in the application in their own name or as members of other joint groups； the application of individuals and individual groups or individuals and other institution groups will not be accepted.
(3) Institutions from Hong Kong, Macao and Taiwan or foreign institutions independently participating in the consultation without Grade A qualification for urban and rural planning shall join with a planning and design institution with such qualification to complete the subsequent plan optimization after being selected.
3.3 Team requirements: According to the characteristics of this project, the proposed team shall include but not limited to professionals in the fields of planning, architecture, and landscape. The principal designers involved in this consultation need to be experienced in presiding design of similar projects, and must participate in the whole process of the design directly (The principal designer shall at least participate in the “interim report” and “plan review report” of the consultation).
3.4 Achievements: At least 1 planning and design or other similar achievements in the past 5 years (since January 1st, 2014).
IV. Application Methods
4.1 Application time of this consultation is 9:00-17:00 from September 18, 2019 to October 8, 2019 (Beijing time, similarly hereinafter).
4.2 Application materials may be submitted with the following two methods:
方式1：报名机构应在报名截止时间前，将填写完整的报名表、应征资料等报名资料纸质文件送达至以下地址：四川省成都市高新区吉泰路666号福年广场T1栋二十七层，接收人：李先生，电话：18040389811（送达的资料以送达征集人时间为准，在截止时间以后收到的文件将被拒绝）。报名资料宜双面打印，装订成册，文本 A4 尺寸，提交5份（须加盖公章，如为联合体，则联合体成员单位均须加盖公章或签字）；
Method 1: Applicants shall, before the deadline of application, send paper documents of application information such as the completed application forms and application materials to the following address: 27F, Building T1, Fu’nian Square, No.666, Jitai Road, High-tech Zone, Chengdu, Sichuan. Recipient: Mr. Li, Tel: 18040389811 (the delivery time of delivered materials is subject to the actual time when the materials are delivered to the solicitor, and documents received after the deadline will be rejected). Application materials shall be printed on both sides and bound in a volume, with the text in A4 size. 5 copies shall be submitted (the official seal must be affixed. As for joint groups, such materials must be affixed with the official seal or signature of the group members).
Method 2: Applicants shall, before the deadline of application, send application documents like the completed application forms and application materials in PDF format of A4 size after signing and affixing their seals to the designated email: firstname.lastname@example.org. Applicants, meanwhile, shall make paper application materials according to the requirements of method 1 and mail them to the following address: 27F, Building T1, Fu’nian Square, No.666, Jitai Road, High-tech Zone, Chengdu, Sichuan. Recipient: Mr. Li, Tel: 18040389811. [The design institutions who apply shall take the initiative to contact relevant person to confirm the delivery of application materials, and bear the risk probably caused by that application materials are not delivered in time due to any incidents that occur during the process of sending or delivering (including sending by e-mail).]
At the same time of application, applicants also need to provide the solicitor with application forms of electronic version (in word or excel format).

V. Consultation Description
5.1 This consultation is divided into two phases: Phase I — Open application and selection； Phase II — Scheme preparation and review.
5.1.1 Phase I -- Open application and selection
Issue the announcement of global solicitation for open application. After reviewing and selecting, the selection jury will determine 5 finalists and 5 alternatives (ranked in sequence). Any of 5 finalists who quits will be replaced by the alternative in sequence.
5.1.2 Phase II -- Plan preparation and review.
5 finalists enter the plan preparation phase, during which an interim report will be carried out； submit deliverables after completing plan preparation. After review, the plan review jury will determine unqualified (if any), qualified and winning plans, and recommend 3 winning plans to the competent administrative department to determine the selected institution, who will undertake the follow-up planning and design work.
5.2 There is no compensation fee for the finalists who submit unqualified deliverables for this project； 2 finalists who submit qualified deliverables but fail to acquire the winning prize will respectively receive a design compensation fee of 1 million yuan (tax inclusive)； for three prize winners, except for the selected institution, the rest two institutions will respectively receive a winning bonus of 1.5 million yuan (tax inclusive)； 1 selected institution will acquire the service contract of this consultation and receive a bonus and follow-up planning & design fee of 4 million yuan in total (tax inclusive).
5.3 Right of interpretation: The solicitor reserves the right of the final interpretation of this consultation and relevant documents. All notices, correspondences and consultation deliverables related to this consultation are in Chinese-English format. In case of any discrepancy between the Chinese and English descriptions, the Chinese description shall prevail.
