Pre-announcement of the Public Consultation on the Planning and Design of Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town, Bao’an District, Shenzhen
As Bao’an District has entered into a new development stage of constructing “Coastal Bao’an, Famous Industry City, Dynamic Region”, in order to promote itsurban transformation and upgrading, reactivate its urban area, and make its featured cultural brand, it is going to start the functional improvement and urban renewal of Xiwan Eastern Area in Xixiang Sub-district as well as Shajing Central Western Area and Waterlands Resort Eastern Area in Shajing Sub-district, respectively with Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town as the positioning, according to the instruction from Bao’an District Committee and Government.
By the working schedule of Bao’an District Committee and Government, Bao’an Administration of the Urban Planning, Land and Resources Committee of Shenzhen Municipality will respectivelywork with Xixiang Sub-district Office and Shajing Sub-district Office to organizethe Public Consultation on the Planning and Design of Xixiang Coastal Town, Bao’an District, Shenzhen, and the Public Consultation on the Planning and Design of Shajing Golden Oyster Food Cultural Town, Bao’an District, Shenzhen at the same time.
Due to their schedule being tight and tasks being urgent, we hereby pre-announce relevant information as follows for convenience of those design firms who are interested in participating in these two Public Consultations:
As a strategic planning action to guide the construction of Bao’an as a modernized and internationalized new city, strengthen its spatial characteristics as a coastal urban area, accelerate urban renewal, and increase land use efficiency, as well as improve spatial and environmental quality, these Public Consultations are to achieve the three goals below:
1.1 Fully cultivate and develop the culturalcharacteristics of Xixiang Sub-district and Shajing Sub-district, promote the local culture of Bao’an, strengthen its spatial characteristics as a coastal and attractive urban area, and build it into an international benchmark. Clarify the construction thought of Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town, establish their own overall positioning and integral spatial framework, and make Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town as the key carrier for helping Bao’an rebuild its urban value and manifest its cultural characteristics.
1.2 Innovate urban renewal mode, forge a Shenzhen model for leading urban all-around upgrading and quality improvement in the stock economy era. Carry out systematic and comprehensive research on Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town, under the concept of urban organic renewal, put forward specific and innovative transformation methods, and draft forward-looking and enforceabledevelopment strategies and space planning.
Explore and set up a renewal and implementation mode of “the government builds the platform with different kinds of people engaged”, carry out scientific research and judgment on spatial resources, renewal strategies, development mode and phased implementation, and provide decision-making basis for follow-up specific urban renewal projects.
Give full play to the overall planning, and use domestic leading and international first-class planning teams to guide the urban quality improvement for Bao’an. It is necessary to implement urban refined management, improve decision-making level, innovate work organization method, “employ most professional people for most professional positions”, take innovative thinking, draw on collective wisdom and absorb all useful ideas, as well as take advantage of the strength of high-level planning teams to jointly plan the future of featured towns and Bao’an District, thus reflecting foresight, guidance and scientificity of the urban planning； meanwhile, it is necessary to appoint an excellent technical team to constantly follow up implementation of the planning, thus guaranteeing practical guiding significance of the planning for regional development and project construction.
2.规划设计范围 Planning and Design Scope
2.1西乡滨海风情小镇规划设计范围 Planning and Design Scope of Xixiang Coastal Town
The planning and design scope is within Xixiang Sub-district, Bao’an District, being adjacent to Bao’an Airport in the north and Bao’an Central Area in the south, surrounded by Airport South Road to the north, Yintian Road to the south, coastline to the west, Bao’an Blvd. to the east, with an area of 8.4 km2. See Figure 1 for the specific scope.
The urban design scope for key section shall be identified by the design firms themselves. The appropriate design scope is advised within 300-400 hm2, and shall contain those scopes of immediate renewal and key renewal projects.

2.2沙井金蚝美食文化小镇规划设计范围 Planning and Design Scope of Shajing Golden Oyster Food Cultural Town
The planning and design scope is within Shajing Sub-district, Bao’an District, surrounded by North Ring Road to the north, South Ring Road to the south, West Ring Road to the west, Bao’an Blvd. to the east, with an area of 7.8 km2. The core planning scope is with Shajing Street as the key axis, surrounded by Xinsha Road in the south, Shajing North Ring Road in the north, West Ring Road in the west, and Huanzhen Road in the east, with an area of 2.0 km2. See Figure 2 for the specific scope.
The urban design scope for key section shall be identified by the design firms themselves. The appropriate design scope is advised within 200-300 hm2, and shall contain those scopes of immediate renewal and key renewal projects.

Each Public Consultation will include three parts: the conceptual planning, urban design guideline for key section, and implementation strategy & action plan.
3.1概念规划 Conceptual Planning
Targeting Strategy: analyze the relations with neighboring regions, study the city’s development strategy, and put forward the development goal, positioning and planning strategy of the area.
Supporting Research: depending on the project’s demand, carry out supporting specialized analysis on the uses, urban renewal, road traffic, public services and operation mode, etc. the shortlisted design forms can increase or decrease the research contents respectively according to the characteristics of Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town.
Overall Framework: put forward the overall spatial structure and spatial image, and construct a systematic framework concerning the natural ecology, land use, uses, public space, featured resources, and road traffic, etc.
Systematic Guidelines: put forward systematic control and guidelines for the urban image, including the spatial forms, architectural features, public space and slow traffic, etc. Thereinto, the design guidelines of Xixiang Coastal Town shall contain the coastline design.
3.2重点地段城市设计指引 Urban Design Guideline for Key Section
The scope of key sections shall be identified by the design firms themselves and contain those scopes of immediate renewal and key renewal projects. Thereinto, the appropriate design scope for Xixiang Coastal Town shall be within 300-400 hm2, while the appropriate design scope for Shajing Golden Oyster Food Cultural Town shall be within 200-300 hm2. It shall mainly highlight the environmental characteristics as the two towns situated, define the identifiable spatial features of the featured towns, re-build the public space form, organically combine the development vision, spatial image, functional layout and coastal lifestyle together to enhance the integration of manufacturing, living and ecology, strengthen the foresight and enforceability of urban planning, and put forward specific design scheme for key sections.
3.3实施策略和行动计划 Implementation Strategy & Action Plan
Implementation Strategy: identify key planning implementation issues, determine development strategy and implementation method, and formulate development strategy and specific implementation plan for each town. Based at the conceptual planning as the blueprint combined with the introducing of specific market subjects and development platform building progress, put forward comprehensive and practical solutions concerning marketing positioning, branding, development mode, phasing, economic
The development guidelines, as being the guideline system of Xixiang Coastal Town and Shajing Golden Oyster Food Cultural Town to cultivate the cultural characteristics, forge the local features, enhance the regional vitality, and optimize the urban image, shall coordinately put forward rigid requirements on controlling the urban transformation, and key spatial elements to lead partial transformation and meet with the whole spatial image in the perspective of the whole and the wider region, as well as systematically, and put forward culturallyattractive and innovative development strategy, economic estimation, work responsibilities of the government and market, etc. Furthermore, coordinately put forward rigid requirements on controlling the urban transformation, and key spatial elements and planning requirements to lead partial transformation as well as to meet with the whole spatial image, in the perspective of the whole and the wider region, as well as systematically, and bring forward culturallyattractive and innovative development method.
Action Plan: draft the action plan for planning implementation, determine the immediate implementation projects including the municipal supporting and renewal projects, street interface renewal projects, and new projects invested by the government, etc. Furthermore, track the actual implementation progress, and set up a dynamic mechanism that can be continuously followed up, flexibly adjusted to guide the comprehensive renewal of specific projects in an orderly manner.
4.工作阶段和时间 Working Stages & Schedule
These foresaid two Public Consultations will be carried out separately but simultaneously, with three stages, namely “Prequalification + Official Consultation + Implementation”:
4.1第一阶段（资格预审，2016年7月）Stage 1 (Prequalification, June, 2016)
This stage will be applied for its organization with open registration and prequalification. After the registration deadline, the Organizers will invite experts to constitute the Jury Panel who will carry out evaluation on the commercial application documents (including the design qualification, project experiences and design team, etc.) and project proposal (including project understanding, space identification, and design countermeasures, etc.) submitted by the design firms, and 4 design firms will be shortlisted and issued the Invitation to Draft the Design Scheme.
4.2第二阶段（正式咨询，2016年8月-10月) Stage 2 (Official Consultation, August-October, 2016)
This stage is consisted by two sub-stages, namely, the Official Consultation and Integration and Deepening of Design Deliverables.
4.2.1分段1—正式咨询（约2个月）Sub-stage 1-Official Consultation ( about 2 months)
The shortlisted design firms will carry out the formulation of conceptual planning and urban design guideline for key section. The jury panel and bidding supervision commission will evaluate the design schemes and select the winning scheme.
4.2.2分段2—整合深化（约1个月）Sub-stage 2-Integration and Deepening of Design Deliverables (about 1 month)
According to the requirements of the Bao’an District Committee and Government, the winning design firm will carry out integration and deepening on the conceptual planning schemes to form the final deliverables； meanwhile, it shall be in charge of organizing a workshop and the public display of the final planning scheme.
4.3第三阶段(实施阶段，依据项目实施情况而定) Stage 3 (Implementation, deepening on the actual project implementation progress)
Actual specific urban renewal will be carried out in this stage. The winning design firm will be responsible for the formulation of implementation strategy & action plan. Meanwhile, in charge of the sub-district offices, large enterprises will be introduced into this stage and put forward specific development strategy and action plan on the basis of the consultation achievement, and carry out centralized development by the phasing and zoning according to relevant urban renewal policies. The actual implementation duration deepens on the actual project implementation progress.
5.报名要求 Registration Requirements
These foresaid two Public Consultations will focus on introducing experienced design firms and professional teams in the area of urban renewal, especially the comprehensive renewal of the old city and old village. Those design firms who apply for this Public Consultation independently shall have Grade A qualification for urban planning； those who apply as a design consortium shall at least have a consortium member having Grade A qualification for urban planning. It’s warmly welcomed that those international and local design firms from areas of urban planning, architecture, landscape and municipal engineering, etc., work as a consortium to participate in. Basically, those key designers from those shortlisted design firms of the Open Competition of the Multi-Dimensional Space Planning for Bao’an G107 Fashion Business Zone are not suggested to participate in this Public Consultation in consideration of guaranteeing the designers being fully committed to these projects.
Those design firms intending to participate in these Public Consultations shall submit the commercial application documents and project proposals to apply for them before the registration deadline set in theofficialannouncements.
5.1报名商务文件 Commercial Application Documents
The commercial application documents mainly include:
1) Qualification documents, including company profile, business licenses, and qualification papers, etc.
2) Portfolio about similar planning and design projects, including project introduction, project status and project images, etc.
3) Information about the project team, including the name list of project team members, CVs of the team members, and Portfolio about similar projects presided by the chief designer, etc.
5.2项目建议书 Project Proposal
The project proposal is to express the understanding of the consultation task, identification of spaces, and planning countermeasures to the planning and design for the Public Consultation on the Planning and Design of Xixiang Coastal Town, Bao’an District, Shenzhen, or the Public Consultation on the Planning and Design of Shajing Golden Oyster Food Cultural Town, Bao’an District, Shenzhen. It shall clearly present the basic concept, design ideas, technical approaches, conceptual scheme and composition of deliverables, etc. of the conceptual planning. Furthermore, it shall include the design concept and ideas that can be illustrated in ways； it shall contain the analysis, assessment and prediction of the existing land use and the future development trend； it shall study and identify the future development direction and objectives； it shall clarify and sum up the current environmental features and overall image of Xixiang Coastal Town or Shajing Golden Oyster Food Cultural Town, and emphasize the uniqueness and originality of design concept. In addition to the understanding of the project, the project proposal shall include the identification and pre-judgment on the spatial resources, and put forward conceptual suggestions on project positioning, development strategy, spatial image, and renewal mode. Submitting too many drawings is not encouraged. The principle of preparing the project proposal is clearly expressing the planning concept by some drawings that are simply illustrated or less formally hand-painted.
The text of the project proposal has no length limit. But considering less or too much description would affect the experts’ understanding of the main idea, it is suggested that the text length of the project proposal should be within 30 pages in A4 size.
The Public Consultation on the Planning and Design of Xixiang Coastal Town, Bao’an District, Shenzhen, or the Public Consultation on the Planning and Design of Shajing Golden Oyster Food Cultural Town, Bao’an District, Shenzhen will be carried out independently at the same time, but separately evaluated, and the results of their evaluation will not affect each other. Design firms who are interested in participating can apply for both the two Public Consultations, or choose one from them.
The relevant details and design fees, etc. of the foresaid two Public Consultations are subject to the follow-up official announcement, working rules and design brief. By the time, the Organizers will release the official announcements on those official websites of Bao’an Government, the Urban Planning, Land and Resources Committee of Shenzhen Municipality, Shenzhen Urban design Center and ABBS Architectural Forum, etc.
The Organizers is planned to organize a preliminary site visit in the middle of July (before the registration deadline). Design firms who are interested in participating shall send their company profile and contact means to register by email at XXSJ@benecus.com.
