一、竞赛名称
I. Competition Name
广州白云机场门户枢纽“云航世界”（Aeroverse）城市设计国际竞赛（以下简称“竞赛”）
International Urban Design Competition for the “Aeroverse” Gateway Hub at Guangzhou Baiyun Airport（hereinafter referred to as “the Competition”）
二、竞赛背景
II. Background
临空经济是继海运、天然运河、铁路、公路之后，第五波城市发展浪潮的经济发展形式和主要推动力。近年来，《广州市临空经济区条例》和《广州临空经济发展“十四五”规划》先后出台，广州白云国际机场三期扩建工程也在加快建设中，依托国家临空经济示范区、国家级综合保税区、空港型国家物流枢纽、广东自贸区联动发展片区等已有的国家、省功能平台，广州空港经济区将迎来新的发展契机，加快构建以门户枢纽为核心的新发展格局。
The aviation economy, following ocean shipping, natural canals, railways, and highways, represents the economic development form and serves as a critical driver of the fifth wave of urban development. In recent years, Guangzhou rolled out the Regulations of Guangzhou Airport Economic Zone and the 14th Five-Year Plan for Guangzhou’s Airport Economic Development in Guangzhou while accelerating the construction of the Phase III expansion project of Guangzhou Baiyun International Airport. Leveraging on the existing national and provincial functional platforms, such as the National Airport Economic Demonstration Zone, National Comprehensive Bonded Zone, Aerotropolis National Logistics Hub, and Guangdong Free Trade Zone Linkage Development Zone, Guangzhou Aerotropolis Development District(GADD) will usher in new development opportunities and quicken its paces in establishing a new development pattern centered on gateway hubs.
借助国际视野和经验，充分发挥广州白云国际机场的枢纽优势，明确未来空港经济区的发展方向，统筹机场周边9平方公里区域的规划建设。竞赛面向全球公开邀请具有相关规划设计和产业策划经验的机构参与，集思广益、创新进取，征集具有国际一流水准的规划设计成果，引领空港经济区发展，打造具备更高开放水平的门户枢纽片区，形成现代化高质量发展新标杆。
In this context, the Competition is launched to draw on international perspective and experience. It intends to fully leverage the hub advantages of Guangzhou Baiyun International Airport to identify the future development direction of GADD, and coordinate the planning and construction of the 9 square kilometer area around the airport. Open to design firms with relevant experiences in urban planning and industrial planning from around the world, the Competition encourages brainstorming and innovations, aiming to solicit world’s first-class planning and design proposals to lead the development of GADD, create a gateway hub area with a higher level of openness, and form a new benchmark for modern and high-quality development.
本次竞赛由广州空港经济区管理委员会主办，广东元正招标采购有限公司为竞赛组织代理服务单位。
The Competition is hosted by the GADD Administration, with Guangdong Yuanzheng Bidding & Purchase Co., Ltd acting as its Organizing Consultant.
三、竞赛范围和内容
III. Work Content
本次国际竞赛工作内容包含总体规划研究、核心区规划设计两部分。
The Competition involves two parts of work, i.e.: the Overall Planning Research and the Core Area Planning and Design.
总体规划研究范围约9平方公里，达到控制性详细规划深度。聚焦高水平对外开放背景下白云机场门户枢纽的整体提升策略、产业研究和空间规划，提出整体功能定位、总体布局方案、功能布局和业态策划，并开展综合交通、立体慢行系统、公共空间体系、地下空间、土地整备等专项规划，目标实现区域整体发展与联动开发。
The Overall Planning Research covers an area of approximately 9 square kilometers, and will be detailed to the Regulatory Detailed Planning level. It focuses on the overall improvement strategy, industrial research and spatial planning of the Baiyun Airport Gateway Hub against the backdrop of high-level opening-up in China. It is expected to proposes an overall functional positioning, overall layout plan, functional layout and business format planning, and conducts special planning for comprehensive transportation, multi-level slow traffic system, public space system, underground spaces and land consolidation, so as to achieve the overall development and coordinated development of the region.
核心区规划设计范围约2.2平方公里，达到修建性详细规划及建筑概念设计深度。把控整体空间形态、建筑组群风貌、天际线、第五立面等空间要素，开展建筑总平面布局、建筑及空间形态细化、交通方案设计、地上地下衔接、地下空间利用及竖向设计指引，深化重要节点地标建筑方案设计，探索相关配套支撑政策，打造国际的空港门户枢纽地标形象。
The Core Area Planning and Design covers an area of approximately 2.2 square kilometers, and will be detailed up to Constructive-Detailed Planning and Architectural Concept Design. The Core Area Planning and Design is expected to control the overall spatial form and spatial elements like architectural style, skylines, the fifth facade, etc. Specific works include: devising general layout of the buildings； refining the architectural and spatial forms； proposing the transportation plan, connection between the above-ground and underground spaces, uses of underground spaces and vertical design guidelines； detailing architectural design of landmarks at important nodes； and exploring relevant supporting policies, all aiming to create a landmark of the Baiyun Airport Gateway Hub with international appeal.
后续将结合工作开展及实际需求对规划范围进行微调，具体内容以《国际竞赛设计任务书》为准。
The planning scope might be slightly adjusted at the later stage to cope with the work progress and actual needs, while relevant details are subject to the Design Brief of the Competition.

四、竞赛报名方式
IV. Registration
（一） 申请人资格要求
(I) Qualification Requirements for Applicants
1. 接受联合体报名参赛，以联合体形式申请的，联合体中至少有一家成员具备下述第4点的资质条件。鼓励由境内、境外规划设计团队及相关专项技术团队共同组成联合体参加，联合体单位不超过三家，其中至少一家应为境内单位。申请人须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订联合体协议后，不得再以自己名义单独申请，也不得组成新的联合体或参与其他联合体，否则资格无效。
Applications in form of consortium are accepted, where at least one member of the consortium must meet the qualification requirements specified in point 4 below. Consortiums jointly formed by domestic and overseas planning and design teams and relevant specialized technical teams are encouraged, with a maximum of three members, including at least one member from the Chinese Mainland. Applicants must submit a consortium agreement to clearly specify the lead member. Once entering into the consortium agreement, any consortium member is not allowed to register for the Competition separately in its own name, nor form a new consortium or join other consortium；.otherwise, it will be disqualified from the Competition.
2. 申请人（若为联合体，指联合体各方）是合法注册的独立法人或合伙制企业或其他组织，须提供有效的营业执照或注册登记证明。
The applicant (or member of a consortium) shall be a legally registered, independent legal person, or a partnership business, or other organization, and it must provide valid business license or business registration certificate.
3. 申请人（独立或联合体，下同）负责人为同一人或者存在控股、管理关系的不同单位，不得同时以多个申请人名义参加。
Different teams (either independent or as a consortium member, the same below) headed by the same person or held/managed by each other are not allowed to register for the Competition in the names of multiple applicants.
4. 申请人须具备由中华人民共和国自然资源部颁发的城乡规划编制甲级资质，或住房和城乡建设部核准的建筑行业(建筑工程)专业设计甲级资质（或工程设计综合甲级资质，或工程设计（建筑行业）甲级资质）证书。
The applicant must hold a Class A qualification certificate for urban and rural planning compilation issued by the Ministry of Natural Resources of the People’s Republic of China, or a Class A qualification certificate for professional design in the Building industry (building engineering) (or a comprehensive Class A qualification certificate for engineering design, or a Class A qualification certificate for engineering design in the architectural industry) approved by the Ministry of Housing and Urban-Rural Development .
5. 申请人须具有临空经济区、航空新城、特大或超大城市地区等范围之一的城市设计，或战略发展咨询与规划，或城市产业咨询策划的相关业绩。
Applicants must have relevant project experience in urban design, strategic development consulting and planning, or urban industry consulting and planning in one of the areas such as airport economic zone, aviation new town, and megacity or super-large cities.
6. 申请人在《资格预审申请文件》中所列出的领衔设计师须亲自开展本项目的设计工作，且亲自出席进行成果方案汇报。请所列出的领衔设计师根据竞赛时间安排提前预留时间、做好准备。如因特殊原因，领衔设计师确实无法赴现场参会的，须在《参赛单位申请表》及《资格预审申请文件》中进行说明，并承诺将通过视频或电话会议的方式参会。所述情况将在资格预审评审时予以综合考虑。
The lead designer appointed by the applicant in the Prequalification Application Document must conduct the design work and attend the presentation meeting of the project in person. He/she is kindly requested to reserve time and make preparations in advance according to the competition schedule. If the lead designer is truly unable to attend the meeting on site due to special reasons, explanations must be made in the Application Form, the Prequalification Application Document and his/her presence via video or teleconference shall be guaranteed. The aforesaid situation will be considered at the Prequalification Selection Meeting.
7. 若申请人为境外机构，须与境内的单位组成联合体报名参赛。
If the applicant is from outside the Chinese Mainland, it shall form a consortium with an organization from the Chinese Mainland to register for the Competition.
注：设计单位的属地以其公司总部（或所属集团总部）的企业工商注册地址为依据进行确定。
Note: The locality of the design firm is subject to the business registration address of its company headquarters (or the headquarters of the group it is affiliated to).
（二）《资格预审申请文件（格式文件）》的获取
(II) Access to the Prequalification Application Documents (File Templates)
凡有意参加本次竞赛的潜在申请人，请于2025年4月25日16:00时至2025年5月8日16：00时，将《参赛单位申请表》《保密承诺函》（附件1-2）签字并加盖公章后扫描为PDF，电邮到竞赛组织代理服务单位，以领取《资格预审申请文件（格式文件）》。接受材料的竞赛组织代理服务单位邮箱地址：gdyz05@163.com。
Interested applicants may submit their applications from 16:00 on April 25, 2025 to 16:00 on May 8, 2025. Please sign and affix your official seal to the Application Form and Confidentiality Commitment Letter(Appendices 1-2), then scan them into PDF and email them to the Organizing Consultant at gdyz05@163.com to obtain the Prequalification Application Documents (File Templates).
（三）《资格预审申请文件》的提交
(III) Submission of the Prequalification Application Documents
1. 《资格预审申请文件》应以电子文件和纸质文件的形式提交。提交截止时间为2025年5月14日17:00时，提交的时间以电子文件上传成功的时间为准。除了在截止时间前成功上传的《资格预审申请文件》外，未在截止时间前上传或以其他形式提交的《资格预审申请文件》一律不被受理。
The Prequalification Application Documents shall be submitted in both electronic and paper documents by17:00, May 14, 2025. The submission time is subject to the successful upload time of the electronic files. Except for the Prequalification Application Documents successfully uploaded before the deadline, Prequalification Application Documents uploaded after the deadline or submitted in any other forms will not be accepted.
2. 电子文件包括全套正本《资格预审申请文件》的PDF扫描件和PPT文件。申请人应将电子文件电邮到竞赛组织代理服务单位，接收材料的竞赛组织代理服务单位邮箱地址：gdyz05@163.com
（以.rar或.zip形式压缩后上传，请注意无需加密）。
Electronic documents include scanned PDF copies and PPT files of the complete set of original Prequalification Application Documents. Applicants should email the electronic documents to the email address of the Organizing Consultant at gdyz05@163.com (to be uploaded in compressed .rar or .zip format without encryption.
3. 申请人应将纸质《资格预审申请文件》7套（正本1套、副本6套），以专人送达或邮寄形式提交至竞赛组织代理服务单位，即广东元正招标采购有限公司（地址：广东省广州市越秀区先烈中路102号华盛大厦北塔26楼2608室），收件人：曾超深，电话：020-87258495-511，13929582520。
Applicants shall deliver seven sets of Prequalification Application Documents (one original and six copies) in hard copies to the Organizing Consultant, namely Guangdong Yuanzheng Bidding & Purchase Co., Ltd. (Address: Room 2608, the 26th Floor, North Tower, Huasheng Building, No. 102, Xianlie Middle Road, Yuexiu District, Guangzhou City, Guangdong Province) and to the attention of Zeng Chaoshen, Tel: 020-87258495-5111, 13929582520.
4. 申请人应当确保其提交的《资格预审申请文件》的电子文件和纸质文件内容一致。当《资格预审申请文件》的电子文件与纸质文件内容不一致时，以电子文件为准。
Applicants shall ensure that the electronic and paper versions of the Prequalification Application Documents they submit are consistent in content. In the event of any discrepancy, the electronic version shall prevail.
五、入围方式
V. Prequalification Method
申请人提交了《资格预审申请文件》后，资格预审评审委员会将对申请人进行综合评审和比较，择优评选出3名入围参赛团队（含联合体，下同）和3名候补参赛团队（《参赛机构遴选细则》详见附件3）。当正式入围的参赛团队无法参加竞赛时，主办单位可根据候补参赛团队的排名，依次选择候补参赛团队增补。主办单位保留不增补的权利。
After the applicant submits the Prequalification Application Documents, the Selection Committee will conduct a comprehensive review and comparison of the applicants to select three shortlisted teams (including consortium, the same below) and three alternative teams (for details of the Participant Selection Rules, please refer to Appendix 3). When any shortlisted teams is unable to take part in the Competition, the Host may, based on the ranking of the alternative teams, approve the participation by alternative teams in turn； meanwhile,. it also reserves the right not to approve the participation of alternative teams.
六、奖金费用
VI. Prizs and Fees
（一）奖金设置
(I) Prizes and Fees
根据方案评审委员会对提交的设计方案进行评审及排名，入围参赛团队将获得奖金如下：
Based on the Evaluation Committee’s evaluation and ranking of the submitted design proposals, the shortlisted teams will receive the following prize money:
第一名：获得人民币380万元（含入围咨询费160万元、优胜奖金220万元）；
The first place winner will receive CNY 3.8 million(including CNY1.6 million as the consulting fee and CNY 2.2 million as the winning prize)；
第二名：获得人民币200万元（含入围咨询费160万元、优胜奖金40万元）；
The second place winner will receive CNY 2 million (including CNY 1.6 million as the consulting fee and CNY 400,000 as the winning prize)；
第三名：获得人民币160万元（即入围咨询费160万元）。
The third place winner will receive CNY 1.6 million (i.e., the consulting fee of CNY 1.6 million).
（二）说明
(II) Notes
1. 以上咨询费用均为含税费用。设计方案经评审委员会评定为无效设计方案的竞赛团队，将不能获得国际竞赛相关费用。
All the above consulting fees and prizes are inclusive of tax. Competition teams whose design proposals are evaluated as invalid by the Evaluation Committee will not be eligible for the relevant fees of the Competition.
2. 第一名须参与竞赛方案后续深化工作。
The first place winner must participate in the subsequent detailing of the design proposal.
