一、竞赛名称
I. Competition Name
广州湾区中央法务区中心区(白云)三期城市设计竞赛(以下简称“竞赛”)
Urban Design Competition for Phase III of Baiyun Central District of the Greater Bay Area Guangzhou Central Legal Services District(hereinafter referred to as the “Competition”)
二、项目背景
Ⅱ. Project Background
为深入学习贯彻习近平法治思想和中央全面依法治国工作会议精神,全面落实区委、区政府关于建设广州湾区中央法务区中心区(白云)(以下简称“法务区”)三期的工作要求,狠抓产业园区建设、招商引资等重点工作,指导片区高标准规划建设,推动各项任务落地落细,白云区拟围绕法务区三期及周边地区开展城市设计竞赛工作。
To thoroughly study and implement the Xi Jinping Thought on the Rule of Law and the spirit of the central conference on work related to overall law-based governance, fully implement the work requirements set out by the district party committee and the district government for the development of Phase III of Baiyun Central District of the Greater Bay Area Guangzhou Central Legal Services District (hereinafter referred to as the “Legal Services District”), vigorously advance key tasks such as industrial park construction and investment promotion, guide the high-standard planning and development of the district, and ensure the detailed implementation of all tasks, Baiyun District plans to launch an urban design competition covering Phase III of the Legal Services District and its surrounding areas.
法务区三期位于白云新城与望岗新城两大重点片区的衔接区域,华南快速路及白云大道的交汇点,作为链接国际、面向全国、展示粤港澳大湾区法律服务高地的核心载体,门户形象意义重大。本次竞赛通过征集具有前瞻性和创新性的设计理念和设计方案,对法务区三期进行整体性谋划、高品质设计,推动精准招商落地,引领法务区高质量发展。
Located at the intersection of the South China Expressway and Baiyun Avenue, Phase III of the Legal Services District lies at the interface between two key development areas, Baiyun New Town and Wanggang New Town. As a central hub that connects to the international community, serves the national stage, and exemplifies the premier legal services landscape of the Guangdong-Hong Kong-Macao Greater Bay Area, this site carries significant weight as a gateway landmark. This competition seeks to gather forward-looking and innovative design concepts and proposals, aiming to deliver comprehensive planning and high-quality design for Phase III of the Legal Services District and facilitate targeted investment attraction, thereby driving the high-quality development of the Legal Services District.
本次竞赛由广州市规划和自然资源局白云区分局、广州白云产业投资集团有限公司联合主办,广州白云产权经纪有限公司为竞赛组织代理服务单位。
This competition is co-hosted by Baiyun District Branch of Guangzhou Municipal Planning and Natural Resources Bureau and Guangzhou Baiyun Industrial Investment Group Co., Ltd., and is undertaken by the competition organization agency service unit, Guangzhou Baiyun Property Rights Broker Co., Ltd.
三、竞赛范围和内容
III. Competition Scope and Content
本次城市设计竞赛任务内容包含规划研究、详细设计两部分,具体范围及任务内容如下:
The task content of this urban design competition consists of two parts: planning research and detailed design. The specific areas and content are as follows:
(一)规划研究
i. Planning research
1.范围:面积约72公顷,北至岭云路、西至联边彭上德兴路、南至华南快速路、东至白云大道。(注:可结合实际情况适当扩大研究范围。)
1. Scope: The planning research area covers 72 hectares, bounded by Lingyun Road to the north, Lianbian-Pengshang Dexing Road to the west, South China Expressway to the south, and Baiyun Avenue to the east. (Note: The research scope may be appropriately expanded according to actual conditions.)
2.任务内容:方案须达到概念性城市设计深度,作为后续规划和建设管理的指导依据。从区域角度出发,对范围内规划结构、产业功能、用地布局等进行系统研究,明确各片区功能指引及城市设计通则,提出整体功能定位、空间规划方案、产业功能规划、活动策划和招商运营方案,推动法律服务集聚与高能级商务区产业共融。
2. Content: The proposal shall be developed to a conceptual urban design level of detail and serve as the guiding basis for subsequent planning, construction and management. From a regional perspective, a systematic study shall be conducted on the planning structure, industrial functions and land use layout within the scope. This proposal shall clarify the functional guidelines for each area and the general urban design principles, and put forward the overall functional positioning, spatial planning scheme, industrial function planning, event planning, and investment promotion and operation solutions to foster the integrated development of legal services clustering and a high-caliber business district.
(二)详细设计
ii. Detailed design
1.范围:面积约23公顷,东至白云大道、南至华南快速路、西至广州湾区法治广场(规划)、北至岭云路。
1. Scope: The detailed design area covers 23 hectares. It is bounded by Baiyun Avenue to the east, South China Expressway to the south, the proposed Guangzhou Central Legal Services District Rule of Law Square to the west, and Lingyun Road to the north.
2.任务内容:方案须达到建筑概念方案设计深度。把控整体空间形态、建筑组群风貌、天际线、第五立面、公共空间体系等要素,形成城市设计管控导则,提出建筑总平面布局、建筑功能细化、建筑设计、场地景观详细设计和交通方案设计指引,深化重要节点地标建筑方案设计,打造成为功能复合、产城融合、宜居宜业的新型产业社区。
2.Content: The design proposal shall be developed to an architectural conceptual design level of detail. It shall address key elements, including the overall spatial form, architectural cluster style, skyline, fifth facade and public space system, and formulate urban design control guidelines. It shall provide guidelines for the general layout of buildings, detailed division of architectural functions, architectural design, detailed site landscape design and traffic schemes. Furthermore, it shall further refine the conceptual design of landmark buildings at key nodes, and build a new industrial community featuring compound functions, industry-city integration, and a livable and workable environment.

四、竞赛报名方式
IV. Competition Registration
(一)申请人资格要求
i. Qualification requirements for applicants
1.接受联合体报名参赛,以联合体形式申请的,联合体中至少有一家成员具备下述第4点的资质条件。鼓励由境内、境外规划设计团队及相关专项技术团队共同组成联合体参加,联合体单位不超过三家,其中至少一家应为境内单位。申请人须提交联合体协议,并在协议中明确联合体的主体单位。联合体各成员签订联合体协议后,不得再以自己名义单独申请,也不得组成新的联合体或参与其他联合体,否则资格无效。
1. Consortium applications are accepted. For applications submitted by a consortium, at least one member shall possess the qualification specified in Item 4 below. A consortium comprised of domestic and overseas planning and design teams as well as relevant professional technical teams is encouraged to be formed. A consortium shall consist of no more than three parties, among which at least one shall be a domestic entity. Applicants shall submit a consortium agreement that clearly specifies the leading party of the consortium. After signing the consortium agreement, each member shall not apply independently in its own name, nor form a new consortium or join any other consortium; otherwise, it shall be disqualified from the competition.
2.申请人(若为联合体,指联合体各方,下同)是合法注册的独立法人或合伙制企业或其他组织,须提供有效的营业执照或注册登记证明。
2. The applicant (in case of a consortium, referring to all members of the consortium hereinafter) shall be a legally registered independent legal person, partnership, or other organization, and shall provide a valid business license or registration certificate.
3.申请人负责人为同一人或者存在控股、管理关系的不同单位,不得同时以多个申请人名义参加。
3. Different entities with the same legal representative, or entities under mutual shareholding or management affiliation, shall not participate simultaneously as separate applicants.
4.申请人须具备由中华人民共和国自然资源部颁发的城乡规划编制甲级资质,或住房和城乡建设部核准的建筑行业(建筑工程)甲级资质(或工程设计综合甲级资质,或工程设计(建筑行业)甲级资质)证书。
4. The applicant shall hold one of the following valid qualifications: Class A Qualification for Urban and Rural Planning issued by the Ministry of Natural Resources of the People’s Republic of China; or Class A Qualification in the Construction Industry (Architectural Engineering) approved by the Ministry of Housing and Urban-Rural Development(or Comprehensive Class A Engineering Design Qualification; or Class A Engineering Design Qualification (Construction Industry)).
5.申请人须具有中央商务区、专业园区、城市重点片区、产业型综合片区等范围之一的城市设计、建筑地标设计和产业招商咨询策划的相关业绩。
5. The applicant shall have proven track records in urban design, landmark architectural design, and industrial investment invitation consulting and planning for projects such as central business districts, professional industrial parks, key urban areas, and comprehensive industrial zones.
6.申请人在《资格预审申请文件》中所列出的领衔设计师须亲自开展本项目的设计工作,且亲自出席进行成果方案汇报。请所列出的领衔设计师根据竞赛时间安排提前预留时间、做好准备。如因特殊原因,领衔设计师确实无法赴现场参会的,须在《参赛单位申请表》及《资格预审申请文件》中进行说明,并承诺将通过视频或电话会议的方式参会。所述情况将在资格预审评审时予以综合考虑。
6. The lead designer specified in the Pre-qualification Application Document shall undertake the design work of this project and attend the scheme presentation in person. The designated lead designer shall reserve time in advance and make preparations in accordance with the competition schedule. If the lead designer is unable to attend the on-site presentation due to special circumstances, relevant explanations shall be stated in the Application Form and the Pre-qualification Application Document, with a commitment to participate via video or teleconference. Such circumstances shall be taken into comprehensive consideration during the pre-qualification review.
7.若申请人为境外机构,须与境内的单位组成联合体报名参赛。
7. Any overseas institution shall form a consortium with a domestic entity to register and participate in the competition.
注:设计单位的属地以其公司总部(或所属集团总部)的企业工商注册地址为依据进行确定。
Note: The locality of a design institution shall be determined by the business registration address of its corporate headquarters (or group headquarters).
(二)《资格预审申请文件(格式文件)》的获取
ii. How to get the Prequalification Application Documents (format files)
凡有意参加本次竞赛的潜在申请人,请于2026年5月25日12:00时至2026年6月14日18:00时,将《参赛单位申请表》《保密承诺函》(附件1-2)签字并加盖公章后扫描为PDF,电邮到竞赛组织代理服务单位,以领取《资格预审申请文件(格式文件)》。接收材料的竞赛组织代理服务单位邮箱地址:gzbycqzb@126.com。
All prospective applicants intending to participate in the competition shall, from 12:00 on May 25, 2026 to 18:00 on June 14, 2026, complete, sign and affix the official seal on the Application Form and the Confidentiality Commitment Letter (Appendix 1-2), scan them into PDF format, and send the PDF files by email to the competition organization agency service unit to obtain the Pre-qualification Application Document (template files). Email address of the competition organization agency service unit for document acceptance: gzbycqzb@126.com.
(三)《资格预审申请文件》的提交
ⅲ.Submission of the Pre-qualification Application Document
1.《资格预审申请文件》应以电子文件和纸质文件的形式提交。提交截止时间为2026年6月14日24:00时,提交的时间以电子文件上传成功的时间为准。除了在截止时间前成功上传的《资格预审申请文件》外,未在截止时间前上传或以其他形式提交的《资格预审申请文件》一律不被受理。
1. Pre-qualification Application Document shall be submitted in both electronic and hard copy versions. The submission deadline is 24:00 on June 14, 2026. The submission time shall be subject to the successful upload time of electronic documents. Only documents successfully uploaded before the deadline shall be accepted; any documents not uploaded before the deadline or submitted in other forms shall not be accepted.
2.电子文件包括全套正本《资格预审申请文件》的PDF扫描件和PPT文件。申请人应将电子文件电邮到竞赛组织代理服务单位,接收材料的竞赛组织代理服务单位邮箱地址:gzbycqzb@126.com (以.rar或.zip形式压缩后上传,请注意无需加密)。
2. Electronic documents shall include PDF scanned copies and PPT files of the complete set of the original Pre-qualification Application Document. Applicants shall send the electronic files to the designated email of the competition organization agency service unit at gzbycqzb@126.com(to be uploaded in a compressed format of .rar or .zip without encryption).
3.申请人应将纸质《资格预审申请文件》7套(正本1套、副本6套),以专人送达或邮寄形式提交至竞赛组织代理服务单位,即广州白云产权经纪有限公司(地址:广州市白云区鹤龙街广云路白云投资大厦6楼),收件人:何小姐,电话:020-86363588。
3. Applicants shall submit 7 sets of hard copy Pre-qualification Application Document (1 original and 6 duplicates) to the competition organization agency service unit, Guangzhou Baiyun Property Rights Broker Co., Ltd., either by hand delivery or post. 4.申请人应当确保其提交的《资格预审申请文件》的电子文件和纸质文件内容一致。当《资格预审申请文件》的电子文件与纸质文件内容不一致时,以电子文件为准。
4. Applicants shall ensure the consistency between the electronic and hard copies of the submitted Pre-qualification Application Document. In case of any inconsistency between the two versions, the electronic version shall prevail.
五、入围方式
V. Selection Method
申请人提交了《资格预审申请文件》后,资格审查委员会将对申请人进行综合评审和比较,择优评选出5名入围参赛团队(含联合体,下同)和3名候补参赛团队(《资格预审遴选细则》详见附件3)。当正式入围的参赛团队无法参加竞赛时,主办单位可根据候补参赛团队的排名,依次选择候补参赛团队增补。主办单位保留不增补的权利。
After applicants submit the Pre-qualification Application Document, the Qualification Review Committee will conduct a comprehensive review and comparative evaluation, and select 5 shortlisted teams (including consortia, the same below) and 3 alternate teams based on merit (see Appendix 3 for the Rules for Pre-qualification Review and Selection). If any officially shortlisted team is unable to participate in the competition, the host may select alternate teams in ranking order as replacements. The host reserves the right not to make any supplementation.
六、奖金费用
VI. Prizes
(一)奖金设置
i. Prize setting
经过技术审查及方案评审后,符合要求的设计方案将获得如下费用:
Upon technical examination and proposal evaluation, qualified design proposals will be awarded prizes as follows:
1.入围方案成本补偿费用:按5家计,每家单位(联合体)获得成本补偿费用50万元,共计250万元。
1. Cost compensation for shortlisted proposals: A total of 5 shortlisted teams will be entitled to cost compensation of RMB500,000 per unit/consortium, amounting to a total of RMB2,500,000.
2.优胜方案奖金:按3家计,在入围方案成本补偿费用基础上,第一名获得奖金180万元,第二名获得奖金90万元,第三名获得奖金50万元,共计320万元。
2. Prizes for winning proposals: 3 winning teams will receive additional prizes in addition to the shortlisted cost compensation: the first prize winner will receive RMB1.8 million, the second prize winner will receive RMB900,000, and the third prize winner will receive RMB500,000, totaling RMB3.2 million.
(二)说明
ii. Notes
1.以上费用均为人民币币种、含税费用。设计方案经评审委员会评定为无效设计方案的竞赛团队,将不能获得竞赛相关费用。
1. All the above fees are stated in Renminbi (RMB) and include all taxes. Any participating team whose design proposal is deemed invalid by the review committee will not be entitled to any competition-related fees.
2.第一名必须参与竞赛方案后续深化工作。
2. The first prize winner shall participate in the follow-up in-depth and optimization of the proposal.
