一、项目名称:广州南沙新区旅游总体策划国际方案竞赛
二、项目概况:
2012年09月,《国务院关于广州南沙新区发展规划的批复》(国函〔2012〕128号)同意广州南沙新区为国家级新区,南沙新区的开发建设上升到国家战略。南沙新区位于广州市的东南部、伶仃洋西岸,面积803平方公里,她的地形就像一片舒展的芭蕉叶,平铺在珠江的出海口,她位于珠江三角洲的地理几何中心,方圆100公里范围内把整个珠江三角洲的城市群都网络其中。南沙水路距香港38海里,距澳门41海里,周边70公里范围内有广州、深圳、珠海、香港、澳门五大国际机场,陆路高速路网发达,广州市新规划有七条地铁线路以未来南沙的中心城区为枢纽。南沙背靠着珠江三角洲4000万人口的广阔市场腹地,又通过穗、深、港、澳等大城市连着海内外市场,战略位置突出,具有很强的市场潜力和辐射力。初步形成了汽车、钢铁、造船、机械装备、精细化工、高新技术、港口物流以及现代服务业等产业基地,对于促进广州城市南拓,提升广州市国家中心城市地位具有重要意义。南沙规划建设实施“生态优先”战略,坚持高起点规划、高标准建设、高效能管理,将依托优美的生态环境和独特的岭南水乡文化,借鉴先进的生态城市设计理念和技术,以国际化、低碳化和智慧化的理念规划建设滨海新城。
本次方案竞赛主办单位为广州市南沙区旅游局、广州南沙资产经营有限公司、广州南沙国际旅行社(以下简称“方案竞赛主办单位”),负责组织本次竞赛项目。方案竞赛主办单位委托广东采联采购招标有限公司(以下简称“竞赛组织机构”)负责协助组织本次竞赛活动。
三、竞赛要求(具体以国际方案竞赛文件为准):
广州南沙新区位于珠三角核心位置,行政辖区803平方公里,近临香港澳门,区域100公里城市群经济发达、人口密集,将本区的旅游板块定位提升至国内乃至国际高度,充分发挥珠三角的社会、经济效应中心枢纽引擎作用,提升区域旅游产业水平。
策划内容主要包括:对南沙新区旅游发展总体定位与空间结构研究、如何形成高水平旅游产业研究、旅游主题研究、标志性建筑规划、重点项目详细策划,要求策划设计将岭南文化和祖国南疆海洋文化充分与滨海旅游城市元素相结合。
四、资金来源:财政资金。
五、组织方式:
1、本次竞赛通过中国采购与招标网(http://www.chinabidding.com.cn)、广州市政府采购网站(http://www.gzg2b.gov.cn)、广州南沙开发区政府网站(http://www.gzns.gov.cn/)、建筑论坛(www.abbs.com.cn)、广州南沙资产经营有限公司网站(http://www.gnao.com.cn/)和竞赛组织代理单位(www.chinapsp.cn)上发布,公开接受国内外设计单位的报名。
2、报名截止后,由方案竞赛主办单位组织专家评审组,对竞赛报名单位进行资格审查,择优选取4家具有相关资质及设计经验的设计单位作为正式参赛单位。
3、由方案竞赛主办单位依法组建的专家评审委员会,对正式参赛单位作品进行评审,评选出1个优胜方案。
六、报名方式:
1、资格要求:
(1)、竞赛报名单位必须具有独立法人资格。法定代表人为同一个人的两个及两个以上法人,母公司、全资子公司及其控股公司,不得同时参加竞赛。
(2)、境内设计单位单独报名必须具备旅游规划设计甲级资质企业。如境外设计单位应具有相应资格,且要求与境内设计单位组成联合体参赛。允许境内旅游规划甲级设计单位和设计单位组成联合体参赛。
(3)、竞赛报名单位拟派本项目策划负责人必须具有注册规划师资格。
(4)、竞赛报名单位具有履行合同所必须的专业技术能力及高水准的专业技术队伍(报名单位应提供主要策划和设计人员名单、简历)。
(5)、本项目接受联合体报名。联合体主办人应被授权作为联合体各方的代表,承担责任和指令,并负责整个参赛过程中的一切责任。
2、提交报名资料要求:
(1)、《参赛单位报名表》,原件盖公章;(详见附件一)
(2)、法定代表人证明书、法定代表人授权委托书,原件盖公章;
(3)境内设计单位单独报名须提供旅游规划设计甲级资质证书复印件加盖公章;境外设计单位提供境外相应设计资质证书和境内联合体方设计资质证书复印件加盖各自公章;境内单位组成联合体的,提供旅游规划甲级设计和设计资质证书复印件加盖公章。
(4)、企业简介及资信证明、获奖证书等资料,复印件加盖公章;
(5)、企业营业执照复印件加盖公章(联合体参赛的提供双方营业执照);
(6)、策划负责人学历、注册规划师资格证书及履历、业绩证明,业绩需提供相关策划合同、获奖证书等证明材料;复印件加盖公章。
(7)、企业近三年(自2010年3月起计,单项面积20平方公里或投资20亿人民币及以上)业绩证明,需提供相关策划或规划项目合同、省级或以上获奖证书等证明材料,成功案例需提供用户方证明(加盖用户方公章);复印件加盖公章。
(8)、本项目各专业技术人员配备清单(各专业设计人员简历及资格证书);复印件加盖公章。
(9)、竞赛报名单位声明,原件。(详见附件二)
(10)、联合体协议(如有),原件。(详见附件三)
以上报名资料中文打印、密封装订成册,一式五份(一份正本、四份副本);若正本与副本有不一致,以正本为准。
报名时竞赛报名单位必须将报名相关资料盖章密封邮寄或亲自送至竞赛组织机构进行报名,原件将在参赛单位入围时进行核查。

七、竞赛流程:
1、公告与报名:
本项目的竞赛公告将上述网站发布,公告期间接受国内外设计单位的咨询。报名时间:2013年7月4日~2013年7月16日(工作日:9:00——12:00,14:00——17:00)以竞赛组织机构接收书面报名时间为准,逾期抵达的文件概不受理。
2、正式参赛单位筛选:
由方案竞赛主办单位组织国内知名专家评审,对报名文件进行资格符合性审查,根据竞赛报名单位的设计资质、综合实力、同类项目设计经验及设计团队的配备等因素,择优选取4家设计单位作为正式参赛单位,参加方案竞赛活动。
正式参赛单位在接到参赛通知后3个工作日内须做出书面回复(须加盖单位公章),明确是否参加本次方案竞赛活动,如正式参赛单位在3个工作日内未做出书面回复的,方案竞赛主办单位有权取消该单位的参赛资格,在其他竞赛报名单位中择优选择。
3、正式方案设计:
正式参赛单位策划方案设计时间:60个日历天。
4、正式方案竞赛成果提交:
方案竞赛成果要求:正式参赛单位提供方案竞赛成果正式文本20套(采用中文),方案竞赛成果简本20套(采用中文),A0展板一套(采用中文),方案竞赛成果电子文件二份(刻录成光盘)。
八、相关费用及支付方式:
1、优胜奖和参赛补偿费:
正式参赛单位提交的方案竞赛成果经评审委员会评审出优胜奖一名,奖金人民币150万元;其他参赛单位按名次高低顺序获得参赛补偿费人民币50万元、40万元和30万元。
所有获得奖金或补偿费的正式参赛单位,其方案竞赛成果的知识产权归方案竞赛主办单位所有。
2、正式参赛单位所获竞赛费用均以人民币支付,境外设计单位若无法使用本单位帐户收取人民币,可授权与其联合体投标的境内设计单位代收款项,由正式参赛单位自行支付相关手续费用和税收等费用。
3、方案竞赛第一名将在优胜方案的基础上,按照方案竞赛主办单位的要求对方案进行综合深化和优化,形成正式成果,并提供正式成果展示和采用的全程技术咨询和服务。此费用已包括在优胜奖金中。
九、其他要求:
1、本次方案竞赛的作品版权归方案竞赛主办单位所有,方案竞赛主办单位可进行展览、印刷、出版、使用等,所有提交的成果均不退还。正式参赛单位在设计过程中使用的方案竞赛主办单位提供的所有文件及资料等不得用于本次方案竞赛工作以外。
2、正式参赛单位参赛报名、领取方案竞赛文件、参加现场踏勘、答疑、提交方案竞赛成果等参赛期间发生的人员交通、食宿、资料编制、成果制作等所有费用均由正式参赛单位自理。
3、本次方案竞赛公告中所提及的时间均为北京时间。
4、设计过程中所采用的规范文件均应以中华人民共和国颁布的规范文件为准。
5、本方案竞赛公告的解释权归方案竞赛主办单位。

II Project Overview
In September 2012, The Approval on the Development Plan of Guangzhou Nansha New Area (Guohan [2012] No. 128) issued by the State Council of the PRC provided that Guangzhou Nansha New Area is approved as the national-level New Area and the development and construction of Nansha New Area has been recognized as part of the national strategy. Nansha New Area is located in the southeast of Guangzhou, west bank of Lingdingyang (Pearl River estuary) and with an area of 803 square kilometers. Its terrain looks like a flared banana leaf, which lies across the marine outfall of Pearl River. It lies in geographical geometric center of Pearl River Delta and in the center of a 100-kilometer radius covering all of the delta cities. It is 38 nautical miles away from Hong Kong and 41 nautical miles away from Macao. Within a range of 70 kilometers around it, there are five large international airports respectively in Guangzhou, Shenzhen, Zhuhai, Hong Kong and Macao. The highway system is rather developed, and the central urban area of Nansha will be the metro hub for seven metro lines according to Guangzhou City’s New Planning. Nansha is well backed by the vast hinterland market in Pearl River Delta with a population of 40 million and connecting the national and international markets through the metropolises of Guangzhou, Shenzhen, Hong Kong and Macao, etc. Nansha New Area has an important strategic location and a strong market potential and radiating power. The industrial bases of automobile, steel, shipbuilding, machinery and equipment, fine chemicals, high-tech, port logistics and modern service etc have been preliminarily formed, which will have far-reaching effect in terms of the further urbanization of the southern part of Guangzhou City and improving Guangzhou City’s status as one of the national central cities. According to the eco friendly strategy being implemented by Nansha New Area, the planning and construction of the new coastal city have been aiming for internationalization, low carbon emission and wisdom, which certainly includes high standard planning and construction, efficient administration, integrating the beautiful ecological environment and unique and abundant Lingnan culture, and referring to all available eco city designs and technologies elsewhere.
The organizers of the Competition are Guangzhou Nansha District Tourism Bureau, Guangzhou Nansha Assets Management Co., Ltd., Guangzhou Nansha International Travel Agency (the “Competition Organizers”), who will be in charge of the organization and administration of the Competition. The Competition Organizers have entrusted Guangdong Cailian Procurement and Tendering Agency Co., Ltd. (the “Competition Administrative Agent”) to assist in the administration of the Competition.
III Competition Requirements (Subject to the International Project Competition Documents)
Nansha New Area is located at a core position in Pearl River Delta and has an area of 803 square kilometers. It is close to Hong Kong and Macao and in the center of a 100-kilometer radius covering all of the delta cities with prosperous economy and dense population. The tourism segment in this area will be positioned and enhanced to the international level. The tourism industry will be improved by giving full play to the influence of economic centre and hub engine.
The planning contents mainly include: the study of overall positioning and space structure of tourism development in Nansha New Area; the study on how to form the high-level tourism industry; the study of tourism theme; landmark planning, detailed planning for key projects. The combinations of Lingnan culture, marine culture in southern China and the elements of coastal tourism city are required.
IV Source of Fund: Public funds.
V Organization and Administration
1. The relevant information in respect of the Competition shall be published on the websites of China’s Purchasing and Bidding (http://www.chinabidding.com.cn),Guangzhou Municipal Government Procurement (http://www.gzg2b.gov.cn), Government of Guangzhou Nansha Development Zone (http://www.gzns.gov.cn/), Architectural Forum (www.abbs.com.cn ), Guangzhou Nansha Assets Management Co., Ltd. (http://www.gnao.com.cn/) and the Competition Administrative Agent (www.chinapsp.cn), and registrations from both domestic and international design institutes shall be accepted.
2. After the completion of the registration, the Competition Organizers will organize an experts’ panel to review the qualifications of the registered design institutes. Four (4) design institutes with competent qualifications and relevant design experiences shall be selected as the official candidates.
3. The experts’ panel organized by the Competition Organizers shall review the design proposals submitted by all the official candidates and select one (1) winning proposal.
VI Registration
1. Qualification requirements
(1) The registered design institutes must possess the independent legal personality. Two or more corporate bodies, parent company, wholly owned subsidiary and its holding company with the same legal representative shall not participate in the Competition simultaneously.
(2) The domestic design institute that registers alone must hold the Grade A tourism planning and design certification; the foreign design institute shall possess the equivalent qualification and shall form a joint candidate with the domestic design institute. A domestic tourism planning design institute (Grade A) is allowed to form a joint candidate with a design institute.
(3) The Project Manager to be sent by the registered design institute candidate must hold the Qualification of Certified Planners.
(4) The registered design institutes shall be armed by the necessary professional and technical capability and the professional and technical talents to perform the contract at high standards. The registered design institutes shall provide the personnel list, and resumes of the planners and designers.
(5) The Project accepts the registration from a joint applicant. The joint applicant shall appoint an authorized representative to undertake the responsibilities and instructions, and be in charge of the relevant issues involved in the Competition.
2. Requirements of submitting registration information.
(1) The list of submissions for registered design institutes, original with official seal; (See Exhibit 1)
(2) Certificate of legal representative, the power of attorney issued by the legal representative, original with official seal;
(3) The domestic design institutes that register alone shall provide the copy of Grade A tourism planning and design certificate with official seal. The overseas design institutes shall provide the copy of overseas equivalent design certificate and the copy of domestic partners` design certificate with respective official seal. The domestic design institutes that form a joint candidate with another domestic institute shall provide the copy of tourism planning(Grade A) and design certificate with official seal.
(4) Corporate profile and credibility certificate, awards, certificates, etc., photocopies with the official seal on the same;
(5) Photocopy of the Business License stamped by the corporate seal( A joint applicant shall provide the photocopies of the Business License of both sides);
(6) The Project Manager’s academic certificate, qualification certificate, resume, relevant proofing documents of his previous case performance, such as the previous design and planning contract and relevant award certificates etc; photocopies with official seal stamped on the same;
(7) Proofing documents of the case performance of the institute in the most recent three (3) years (since March, 2010. Each project must have an area of more than 20 square kilometers or an investment of more than RMB 2 billions), such as the previous design and planning contract(s) and relevant award certificates(province level or above) etc; For the previous successful cases, the applicant shall provide its client’s reference letter (with client’s corporate stamp on it); photocopies with official seal stamped on the same;
(8) The list of the professional and technical personnel for this project, which includes the professional and technical personnel’s resumes and qualification certificates; photocopies with official seal stamped on the same;
(9) The declaration of the registered design institutes, original (See Exhibit 2).
(10) The Agreement between the design institutes who have formed a joint applicant, if any, original (See Exhibit 3).
The above submissions shall be printed in Chinese, made into a binder with seal, in quintuplicate(one original, and four copies); the original shall prevail where there are any conflicts or differences between the original and the copy.
Applicants shall mail or bring all the official sealed relevant submissions to the registration office to get registered. The originals will be verified if the candidates are qualified.

VII Competition Process
1. Announcement and Registration
Competition Announcement of this project will be published on the above websites. Enquiries from domestic and foreign design institutes are welcome during the announcement period.
Registration Period:July 4, 2013 – July 16, 2013 (9:00-12:00 , 14:00-17:00).
The registration documents in writing shall be delivered to the Competition Administrative Agent on time, otherwise the registration may be rejected.
2. Screening for the Official Candidates
The Competition Organizers will conduct the qualification review by the panel of the leading Chinese experts. Four (4) design institutes will be selected as official candidates to submit their proposals to compete for the project based on their qualifications, comprehensive strength, track records in similar projects and teamwork, etc.
Official candidates, once selected, shall reply in writing (with official seal) within three (3) business days expressly confirming whether to participate in the competition. Should a selected candidate fails to reply in writing within three (3) business days, the Competition Organizers are entitled to cancel its registration and select from other registered design institutes.
3. Design Proposals
The time period for the selected Official Candidates to prepare the design proposals is sixty (60) calendar days.
4. The Submission of the Final Design Proposals by the Official Candidates:
Requirements for the final design proposals: Each official candidate shall submit twenty (20) sets of final design proposal documents (in Chinese), twenty (20) sets of the summary of the design proposal (in Chinese), a set of AO display (in Chinese), and two (2) sets of digitalized proposal documents (recorded in CD).
VIII Fees and Payment:
1. Winning prize and competition compensation:
The review committee will select one (1) winning proposal among the design proposals submitted by the official candidates with prize of RMB 1,500,000. Other candidates will be compensated with RMB 500,000, RMB 400,000 or RMB 300,000 for participating the competition, according to their final rankings.
The Competition Organizer is entitled to obtain the intellectual property rights of all the design proposals submitted by the official candidates who receive the prize or compensation.
2. The prize and compensation will be paid in RMB. Where foreign design institutes are not able to receive RMB by their own bank accounts, such foreign design institute can authorize their joint registration institute to receive such prize or compensation on its behalf. The relevant charges and taxes shall be paid by the receiving institutes themselves.
3. The winner shall further improve and optimize its design proposal according to the Competition Organizer’s requirements based on its original design to make a final version which shall be displayed and the winner shall provide technical consulting services. The fees incurred thereby are included in the winning prize.
IX Other Requirements:
1. The Competition Organizer is in possession of the copyrights of designs in this competition and is entitled to display, print, publish and use them. All submitted design proposal documents will not be returned. Official candidates shall not use materials and documents provided by the Competition Organizer other than for this competition.
2. Fees arising from transportation, accommodation, document compiling, and design making etc. during registration, collecting competition documents, on-site visit, Q&A and submission shall be borne by the official candidates themselves.
3. Time mentioned in the announcement for this competition is Beijing Time.
4. Normative documents promulgated by the People’s Republic of China shall be followed and complied in the design proposals.
5. The Competition Organizer is entitled to the final explanation and interpretation of the Competition Announcement.
6. The English version of the Competition Announcement is only for reference. The Chinese version shall prevail where there are any conflicts or differences between the two versions.
